I know Americans who have moved to France in lieu of other destinations just for the health care alone. One past conference attendee who is HIV positive, was able to obtain a Long Stay Visa, Non-Working (“Carte de Séjour, Visiteur”) and set up social security payments to obtain virtually free unconditional drugs and health care the rest of his life. The process was a bit like jumping a long line of hurdles, but with the help of an immigration attorney or specialist, managed to achieve the security he needed.

Those who are salaried or self-employed in France pay Social Security and therefore have health care coverage, but not necessarily 100%. Insurance policies called “Mutuelles” can be purchased to ‘top up’ what the government will afford you to 100% coverage.
If you don’t earn money in France, have a visa or legal status, you can still obtain private health care insurance! By American standards, the coverage is shockingly good considering the price. The Jefferson Plan is a policy administered by Advantage Insurance Associates and offers 100% coverage with no deductible including eye care and dental, plus coverage for care given by the American Hospital, which is more expensive than most.

On a personal note, my experience with health care has been way beyond my expectations.
My personal physician is a British woman who has provided better care than any doctor with whom I’ve ever come in contact and office visits cost as little as about 50 euros, lasting up to one hour! (Dr. Julia Bache, 5, rue Léon Cogniet, 75017 Paris, 01.47.63.42.07.)
Two partnering women dentists a few blocks from home, one who speaks perfect English and the other who speaks English adequately, provide great care using all the latest equipment, all at the scheduled rates determined by Social Security.
My local Optician is able to squeeze three visions into the tiniest and lightest of eyeglass lenses thanks to French technology and the eyeglass frames are the height of fashion, not the height of ‘ugly.’
Creative administering of Physical Therapy by a “Kinésitherapeut” (physical therapist) has deterred the use of surgery and healed torn ligaments and strengthened muscles — using some practices which would have been impossible or illegal in the U.S.
Emergency attention had been dealt with by a team of paramedics arriving within minutes of a phone call and no questions were asked before being admitted into the emergency room. The bill went straight to the insurance company for payment, not priced higher than for normal n
on-emergency care.</font >

When becoming suddenly ill nights or weekends, S.O.S. emergency home care is just a phone call and within 30 minutes away, costing no more than a regular office visit. There’s an English-speaking hotline and I’ve used this service dozens of times.
There are pharmacies virtually at every corner, some of which are open 24 hours a day, 7 days a week. Often the pharmacist can prescribe something with just a description of your symptoms, as long as it’s not too serious.
I’ve had successful surgeries, hospital stays and intelligent diagnoses. I’ve found that the medical professionals are less money driven and more patient driven in this socialized medical environment and therefore overall give more humanistic health care.
I haven’t needed the World Health Organization to tell me France is #1 — I would have guessed it just from years of experience to know how I’ve profited.

The nation’s system isn’t quite as superb as Sicko maintains, but it’s pretty good

Michael Moore’s documentary Sicko trumpets France as one of the most effective providers of universal health care. His conclusions and fist-in-your-gut approach may drive some Americans up the wall. But whatever you think of Moore, the French system — a complex mix of private and public financing — offers valuable lessons for would-be health-care reformers in the U.S.
In Sicko, Moore lumps France in with the socialized systems of Britain, Canada, and Cuba. In fact, the French system is similar enough to the U.S. model that reforms based on France’s experience might work in America. The French can choose their doctors and see any specialist they want. Doctors in France, many of whom are self- employed, are free to prescribe any care they deem medically necessary. “The French approach suggests it is possible to solve the problem of financing universal coverage…[without] reorganizing the entire system,” says Victor G. Rodwin, professor of health policy and management at New York University.
France also demonstrates that you can deliver stellar results with this mix of public and private financing. In a recent World Health Organization health-care ranking, France came in first, while the U.S. scored 37th, slightly better than Cuba and one notch above Slovenia. France’s infant death rate is 3.9 per 1,000 live births, compared with 7 in the U.S., and average life expectancy is 79.4 years, two years more than in the U.S. The country has far more hospital beds and doctors per capita than America, and far lower rates of death from diabetes and heart disease. The difference in deaths from respiratory disease, an often preventable form of mortality, is particularly striking: 31.2 per 100,000 people in France, vs. 61.5 per 100,000 in the U.S…

The French Healthcare System

The French healthcare system has been in place and has continued to evolve for more than one hundred years, and was classified the “best health system in the world” by the World Health Organization (WHO) in June 2000. It permits all French citizens access to treatment and to the latest discoveries in medical research. The success of the French health system is evidenced in the general health of the French population. Their life expectancy increases more than three months each year, and French women have the second highest life expectancy rate in the world.
The Healthcare System and its Users:
The French government provides a number of diverse and comprehensive healthcare rights. For more than 96 percent of the population, medical care is either entirely free or is reimbursed 100 percent. The French also have the right to choose among healthcare providers, regardless of their income level. For example, they can consult a variety of doctors and specialists or choose a public, private, university or general hospital. Moreover, the waiting lists for surgeries found in other government supported healthcare systems do not exist in France.
In France, health insurance is a branch of the Social Security system. It is funded by workers’ salaries (60 percent of the fund), by indirect taxes on alcohol and tobacco and by direct contribution paid by all revenue proportional to income, including retirement pensions and capital revenues. On the surface, it appears that health insurance reimburses medical care providers less in France than in other European countries. However, more than 80 percent of French people have supplemental insurance, often provided by their employers. The poorest have free universal healthcare, which is financed by taxes. Additionally, the treatment costs for those who suffer from long-term illnesses are completely reimbursed.
In July 2001, the government passed a law allowing the healthcare system to provide additional assistance to families who need help with daily tasks. On March 4, 2002, the government passed another law, establishing compensation for all medical-related accidents whether fault is found or not. These new rights were added to other long established rights, such as compensation payments in the case of pregnancy or disease prevention, medical care for workers and students, family planning, and systematic screening of certain diseases.

Since 1996, the government has presented a law to parliament every year in order to finance social security. This document delineates the budget for next year’s national expenditures on health insurance. It additionally outlines goals to be achieved by the healthcare system during that year. However, these goals are broadly drawn as the actual healthcare budget varies according to revenue earned through taxes each year.
The government provides health insurance to three major groups of the population: salaried workers and their families, farmers, and artists and business professionals. Within each of these three groups, expenditures are divided by region and by type. Types of expenditures include general practitioners’ fees, specialists’ fees, medical prescriptions, public hospitals, private clinics, nursing professionals and sanitary transportation.
The state exercises its trusteeship through central, regional and departmental services. There are two large organizations that work under the Ministry of Health: General Health Management and Hospital and Healthcare Management.

Brits Buying Abroad – Lifestyle or Investment? Part 2
In part 2 of survey results, GE Money Home lending release article –“ brokers should focus on meeting customers’ needs –which are more about lifestyle than long term investment”
Increasingly UK mortgage brokers are seeing consumers come through their doors in search of that dream home abroad – somewhere they can escape to for rest and relaxation or take extended family holidays. But when it comes to choosing that hot spot, what countries are consumers turning to and why?
Recent research by GE Money Home Lending reveals that a staggering three quarters (78%) of the UK population want to buy a property abroad one day — on par with UK home ownership aspirations! Why is this, one might ask? Is it for short-term “quick win” investments in bullish emerging Eastern European markets such as Bulgaria and Romania? Or is it as a longer-term investment alternative to our domestic market — which is surely, we are often told, reaching its peak? Neither, is the answer.
Lifestyle. That is the key. That is the single fundamental driving force behind UK consumers’ foreign property aspirations. Buying patterns have always been complex but now it seems we are seeing a trend in consumers who are not thinking about long-term investment in their decision making, but basing their choices solely on lifestyle choices such as cultural fit — with a splash of affordability thrown in for good measure.

Major new French property development in historic Chamonix revealed
The popularity o
f Chamonix in the French
Alps as a centre for summer holidays has prompted locally-based developer MGM to start work on another new development in the town.

“Since it hosted the Winter Olympics in 1924, Chamonix has been synonymous with top class skiing and it is easy to forget that the town is also one of the region’s most popular summer holiday destinations as well,” says Nathalie Turchet, MGM’s London-based UK sales manager.
The firm’s latest development, Le Hameau de la Blaitiere, follows the success of two earlier schemes in Chamonix — Villa Princesse, a development of eight two- and three-bedroom apartments now ready for occupation and La Ferme d’Angelina, the conversion of an old traditional town centre chalet into four luxurious apartments.
MGM’s latest scheme comprises a single chalet containing just four apartments close to the town centre. “When they are completed at the end of this year, they will enjoy panoramic views of the mountains which surround the town, including Europe’s highest peak, Mont Blanc,” reports Nathalie.
The apartments will have pine finishes with tiled and parquet floors, and MGM has exceeded the regulation standards for acoustic and thermal insulation.
In keeping with MGM’s policy of using local natural materials wherever possible, the chalet buildings will be clad in timber and stone. Each home comes with cellar storage and a garage beneath the building.
Prices of the properties range from €600,000 for a two-bedroom duplex apartment of 73m² to €838,000 for a three-bedroom, two-bathroom “triplex,” an unusual three-storey apartment with a floor area of 110m².
MGM predicts that a rental income of €1,800 could be achieved for a two-bedroom apartment in February, at the height of the ski season.
In summer, many of the visitors to the picturesque town with its cobbled streets and squares, are drawn by the wide range of outdoor activities available on the doorstep.

Property Buyers Urged to Seek Legal Advice

Investors considering the purchase of a retirement home should seek legal advice first, an expert has said.
Heyday director Alisa Ogilvie was commenting on the difference in inheritance laws in France and the UK as recent figures from the Institute for Public Policy Research estimated that one in five British pensioners will retire overseas by 2050.
Around 20 to 30 per cent of the total cost of health care is likely to have to be covered in France but those who are not yet pensioners or working in France could be charged the full amount.
“To try and avoid any pitfalls when purchasing a home people should obtain appropriate legal advice,” Ms. Ogilvie commented.
With French inheritance laws applying to any property bought in the country, buyers are advised to write a will in French as their English one may not be recognized, she added.
Early this month, a Property Frontiers spokesperson claimed that increased airline accessibility to French locations, such as Limoges, has boosted the country’s popularity among British property investors.

The election of France’s new president Nicolas Sarkozy is boosting the country’s property market, claims a leading real estate firm.
Trevor Leggett, executive director, Leggett Immobilier, explained that new reforms are helping to boost interest from overseas in local property as well as encouraging more investors in buy-to-let properties.
Mr. Leggett explained: “Over the last 20 years I have spent living and working in France I have seen plenty of ups and downs — now, for the first time since I moved here, there seem to be major changes happening very quickly.”
He added: “Is our new President, Nicolas Sarkozy — or Nicolas, as he prefers to be known — France’s answer to John F. Kennedy in the States?…His enthusiasm seems to be creating the dynamism that France could really do with — perhaps the ‘feel good factor’ is no

Changes in policy for homebuyers and investors including new tax breaks as well as a overhaul of the wealth tax (ISF) are likely to boost interest in the French property market and lead to greater demand from overseas.
