I’m back in Paris and glad to be home after a fun-filled 12 days in the good ol’ U.S. of A. It’s always a culture shock both going and coming, discovering the pleasures of both sides of the big pond, but one thing for sure, it’s great to come home to Paris, with her sidewalk cafés and stunning buildings.
It’s no surprise that Paris property prices are up once again, this time not as heartily as in the past, but moving up steadily nonetheless. The Chambre de Notaires just released the figures for first quarter 2007, so be sure to have a look and see how your favorite arrondissement is fairing.
On the subject of money, read Part II of Managing Your Money Overseas, full of helpful hints you’ll need to know as a visitor or resident.
Paris Plage opens tomorrow with not just one site, but three! And if the real beach is what you want, instead, then take a trip over to the first Paris Plage at Le Touquet, on the Atlantic coast in Picardy. Read all about both in today’s issue and check out the Hot Properties on the seashore.
Meanwhile, France is watching the Tour de France make its way around the country, scheduled to descend on the Champs-Elysées on July 29th. Yesterday, "Robert Hunter created a bit of history by becoming the first rider from South Africa to win a stage. He bolted into the lead in the final turn of the 182.5km stage to Montpellier and held off a fast finishing Fabian Cancellara to give Barloworld its second stage success in its maiden Tour."
As we wind down to a sultry August with fewer Parisians and more tourists, we look forward to another great conference on October 13th backed up by the Welcome to France Fair right here in Paris. Hope you can join us.

Paris Property Prices Still on the Rise

The Chambre de Notaires de Paris announced just this past July 3rd, the statistics for the prior year ending with the first quarter 2007. Prices increased again on resale apartments during the first quarter by 1.9% and for the prior year by 8.7%, at an average per square meter of 5,867€.
It is interesting to note since 4th quarter 2005, the annual appreciation has continually decreased, yet the market remains strong. The most expensive districts continue as in the past with the 6th in the lead at 9,003€/m2, followed by the 7th at 8,385€/m2 and then the 4th at 7,944€/m2. Following are the 5th at 7,846€/m2, the 8th at 7,315€/m2, the 1st at 7,211€/m2 and the 16th at 6,809€/m2.
In contrast, the least expensive districts are the 19th at 4,591€/m2, followed by the 20th at 4,927€/m2, the 10th at 5,212€/m2 and the 11th at 5,471€/m2.
For investment purposes, if you wish to reside in a property rather than rent it, then set your sites on districts showing particular long term growth: 5th, 6th, 8th, 16th. For rental returns, your best bets will be in the 2nd and 3rd which are centrally located and easy to rent, but still have room for appreciative growth.

How to Understand the Reported Property Prices

The property price figures for Paris and the Paris region (Ile-de-France) are reported quarterly by the INSEE, the French National Institute for Statistics and Economic Studies (http://www.insee.fr/en/home/home_page.asp). Just this July 3, the statistics were released for the end of 1st quarter 2007, almost four months after the closing of the month. Given that the properties to which the statistics relate were purchased about three months earlier than the deeds were recorded (the time between the signing of the Promesse/Compromis de Vente and the Acte de Vente, you can assume then, that these figures are already out of date by six to seven months.
In light of that fact, now let’s look at how it affects the market values you will experience when you set out to look at properties. This report averages Paris per square meter prices at 5,867€ with an annual appreciation of 8.7%. Seven months is 3/5 of the year. If you were to visit properties today, you can already expect the prices to be about 5.2% higher (3/5 of 9.9%), or 6,189€ per square meter.
I’m no mathematician nor economic analyst, and I’m sure among you there are readers who can correct my rather plebeian theory, but we know for a fact, that the actual market values are considerably higher than those the Chambre de Notaires report. We know based on property searches and visits we perform daily. Other factors that contribute to this variance are: 1) the reduction in the purchase price, which can be attributed to direct payments made to the sales agent to help reduce notaire fees, 2) the listing of inventory of fixed furniture such as built-ins and appliances and 3)the under-the-table cash transactions, which are illegal but do occur. Finally, the figures are diluted as they are reported by an arrondissement in its entirety and do not account for differences by neighborhoods or quality of properties.
So, when setting out to find your perfect Paris apartment, keep in mind that what really counts are the asking prices of comparable properties.
Managing Your Money Overseas, Part II

Opening a Bank Account
Getting a bank account in France is not as simple as it is Stateside, where friendly account managers sit waiting at their desks to welcome you. Banks in France prefer to establish a solid relationship with a customer that will lead to provision of more services and can make subjective decisions on who they want as customers.
With a residence visa of some sort (Carte de Séjour or Carte de Résident), you can more easily make an appointment with any bank to open standard checking and savings accounts and subscribe to the French Visa, "Carte Bleue." Without the visa, if you have proof you own property (copy of a "Promesse de Vente" or "Acte de Vente") or have a long-term lease, you will also be more readily welcomed.
To make an appointment, you must call or stop into the branch and request to see an account manager. An appointment for a future time will be made. It is best to have a "sponsor" call for you or make the referral. A sponsor is someone who is already a customer of the bank who can introduce you. This is a very important step in establishing a proper relationship with a bank as money is NOT what talks in France — but trusting and honorable relationships do. If you attempt to show your clout by how much money you will deposit in their bank, you are likely to fail! And believe it or not, accounts are opened with not a single centime.
Depending on the bank’s policies, checking accounts and checkbooks can be free or charged. Savings account often yield as much as 3% interest and again, the rate depends on the bank. Carte Bleue is actually a debit card as the funds are extracted from your checking account automatically at in total for the month at the end of the month. There are no outstanding balances and no interest is charged. There are annual fees associated with the right to have a Carte Bleue. It can be used to make purchases or extract cash from your account at any ATM — with a four digit PIN ([Personal Identification Number) rather than a signature.
Bouncing a check is illegal in France and is subsequent to fines. Your account could be frozen and drastic measures could be taken which could deny you the right to a checking account for years. We recommend maintaining an appropriate balance in your account at all times.
Banks to consider would be commercial banks with many branches,
ticularly ones nearest your own property where you can have a regular and ongoing presence to establish a better relationship. The following is a list of France’s most popular commercial banks. Ask your friends which they recommend:

Banque Nationale de Paris (BNP Paribas)
Crédit Commercial de France (CCF)
Crédit Municipal de Paris
Crédit Industriel et Commercial (CIC)
Special note: Barclays, CIC, BNP and many others offer dollar accounts making it easy and less expensive to transfer funds between your dollar account and euro account. It is also a great way to reduce your costs associated with transferring funds. But beware, there may be tax penalties relating to foreign dollar accounts, so be sure to get the advice of your tax advisor before proceeding.
To wire funds from your U.S. or Canadian bank, you will be asked for your account number along with a "Routing Number," "Swift Code," "ABA Number" or "Sort Code." They all look similar. This number is found on your checks along with your account number.
A wire transfer is where money can be unnecessarily spent in fees and poor rates of exchange. Banks traditionally provide poor rates, therefore I highly recommend you contact a currency broker (such as Moneycorp/) and compare rates. A currency broker has the ability to do "spot trades" where you buy currency at the prevailing exchange rate and pay for it straight away or "forward currency contracts" where you fix the exchange rate now for a specific date in the future (up to 2 years ahead). This is especially useful when transferring large sums for making property purchases or loading accounts with large funds to make mortgage payments, pay bills, etc. at a time when the rate of exchange is favorable.
Paying bills in France can be particularly easy via the RIB (Relevé d’Identité Bancaire) system of automatic debit from your account. Utility and phone companies prefer that your bills be paid in this way. Your bank will provide you with "slips" noting all the correct numbers your debtors need: "Code Banque," "Code Guichet," "Numéro de Compte" and "Clé RIB." When you provide this, you authorize the debtor to extract the funds from your account. It’s particularly useful for absentee homeowners so that their electricity and telephone bills are paid in full and on time without worry. Lenders holding your mortgage will require that the monthly payment be made this way and therefore having a bank account in France is mandatory.
Getting a Mortgage
The good news is that obtaining a mortgage here is very doable. You have a few options including going to a French bank or a British bank doing business in France.
Going directly to a commercial French bank as a non-resident can be a bit dicey. Unless you have a regular salary going into a French account, they tend not to be as interested in dealing with foreign clients, but there are British and French Banks which are set up particularly to work with non-residents.
The paperwork and requirements to obtain a mortgage are fairly simple and similar between institutions. Loans in France are based on your income, not your assets, and the monthly amount of the mortgage cannot be more than one-third of your monthly income. You can obtain financing for 10, 15, 20 or 25 years at variable or fixed percentage rates (depending on your age up to 75) and recently, interest-only loans are being made available. Lengthening the term of your mortgage or opting for interest-only can help reduce currency exchange losses. Lenders base their rates on the "Euribor" (Euro Interbank Offered Rate) — the rate at which euro interbank term deposits within the euro zone are offered by one prime bank to another prime bank. At the time of this writing, it is about 4%.
There is normally a small origination fee of approximately 1% or less, with a cap, and a life insurance policy attached to the loan is mandatory to insure completion of payment. Prior to making a property purchase, it is recommended to contact the lenders in advance to submit an application for a pre-approval "in principal." It is not until a property is committed to (having signed a "Promesse de Vente" or "Compromis de Vente") that the lender will formally submit your application for approval by the committee.

Mastering Your Money
There is no one easy solution to mastering your finances in a foreign country. As long as you never stop asking questions and pursuing new avenues to reduce your risk and costs associated with transferring funds, you will have succeeded in at least controlling some of your destiny — as you have no control over the rate of exchange or the policies administered by financial institutions.

Don’t miss one, or two or all three Paris Plages! This summer, three sites in the Capital City devotes itself to a vacation-like ambiance: Bassin de la Villette, Le Port de la Gare and from Le Louvre to the Pont de Sully.
In this year’s edition of Paris Plage, Le Bassin de la Villette will become the third site. From the Rotonde de Ledoux (Métro Jaurès) to rue de Crimée, the quais will be enriched with new activities: canoe-kayaks, boats and pedal boats for children.
Le Port de la Gare at the foot of the Grande Bibliothèque, shares its generous space with culture: free newspapers, a lending library, servings of coffee and free Wifi and proposes artistic expression (drawing, painting and the telling of tales). By day, enjoy the new j2999éphine Baker swimming pool. By night, the boats moored along the quay will perform various musical programs.
From the Louvre to the Pont de Sully, over 3 kilometers of beach take Parisian urbanites to a vacation within the city. In the open air enjoy the roller-blading, taï-chi, climbing, "petanque" (a game similar to bowling). On the parvis de l’Hôtel de Ville, partake in a game of rugby.

Le Touquet-Paris-Plage, commonly referred to as Le Touquet, is a coastal town and commune of the Pas-de-Calais département, in northern France. Population (2005): 8,500.
Le Touquet has a reputation as the most elegant holiday resort of northern France – the playground of rich Parisians, with many luxury hotels.
Ever since the mid-1990′s Le Touquet’s villas have become extremely fashionable amongst architecture lovers throughout Europe, rediscovering the "folie" of seaside architecture of both the Roaring Twenties and the Thirties. The most famous local architect is Louis Quetelart, whose style was named after him Louis Quetelart Style.
The resort was created in 1876 by the owner of the Paris newspaper, Le Figaro. Then this was an area of wild sand dunes and forest – part of a hunting estate. It became known as "Paris by the sea", and strict building regulations encouraged the most talented architects to create imaginative and innovative developments.
Le Touquet and the Wealthy English
In 1903, a British Gentleman bought the land, and set out to sell properties to the rich from across the English Channel. In the 1920s Noel Coward and the ‘smart set’ from England spent weekends here, and commissioned more outstanding villa designs echoing traditional and ultra-modern domestic styles. Today the town tourist office offers organized trails to see outstanding examples of 19th and 20th century domestic architecture, which are now preserved and protected.
* Inland from the beach, hotels, casino and horse racing course, expensive villas are spaced out amid acres of woodland, offering every sport imaginable, particularly golf.
* Every year in February, a spectacular motorbike and quad race called ‘Enduro’ brings hundreds of thousands of spectators to watch crowds of bikers race along the beach and through the dunes.
* Le Touquet was the birthplace of Christian Ferras (1933-1982), violinist.

Last summer six cousins and I squeezed into a large estate car with all our camping gear and spent a few days pottering down the coast of Northern France. We stayed at the many well-appointed campsites along the way (e.g. les Dunes at Plage St-Gabriel – you can get a listing from the French Travel Centre). We spent the mornings devouring large numbers of patisserie, the days on the beach and the evenings cooking moules marinière over the campfire. Quite by accident, we stumbled across the resort town of Le Touquet. Within an easy drive of either Boulogne or Calais, Le Touquet is definitely worth aiming for as a destination in itself, as we found out.
In the early part of last century, it became so popular among the Parisian elite that it acquired its extended name Le-Touquet-Paris-Plage – or Paris-on-Sea! Nowadays, it remains a favourite resort for locals and visitors alike. The centre of the town retains many of the original buildings, although apartment blocks have spoiled the beachfront somewhat. There is a large swimming pool complex with water slides and fountains which is a great place for kids (of all ages).
The town boasts a wonderful covered market in the middle where you can pick up local seafood, plus some very chic shops – strictly for window-shopping given the prices! Restaurants in the town tend to cater for all budgets ranging from ‘not cheap’ to ‘extremely expensive’. Of course, as with
it is possible to eat out cheaply if you look around. The nightlife is buzzing with a real party atmosphere.
Le-Touquet has many hotels, mostly on the dearer side. For the more adventurous, there is a great campsite right at the mouth of the river with access to the extensive dunes. We camped there and it turned out to be really convenient for the town centre – being well within ‘staggering home’ distance after a night on the tiles. However, if you do choose to camp there, don’t be surprised by the light aircraft passing overhead every few minutes – the town is so popular that there are scheduled flights from Biggin Hill in Sussex! If you can’t afford to fly and don’t have a car, you can still get there by train from Calais – just alight at Étaples and get a taxi across the bridge into town.
Inland from the town, the extensively irrigated and wooded valley of the Canche is fascinating to explore by car or bike. Going south, meanwhile, the coast offers extensive dunes, great camping and lots of little resorts.
For touring in northern France I used the yellow-covered Michelin road map Sheet 301. I would also recommend taking the relevant IGN Blue map – in this case sheet Le Touquet – Berck 2105ET – as this will allow you to explore the smaller roads without getting lost. The pick of the guides is by Michelin – Picardie, Flandres & Artois. One of the Green Guide series, this book gives information on where to stay, what to see and what to do. Malheureusement, it is only available in French at the moment. The AA pocket guide Channel Hopping is worth a look, especially if your time is limited. It contains a useful overview of the highlights of the area.
Tour de France 2007
The route today: stage 11 – Marseille to Montpellier, 182.5 km
Running from Saturday July 7th to Sunday July 29th, 2007, the 94th Tour de France will be made up of a prologue and 20 stages and will cover a total distance of 3,550 kilometres.
These 20 stages have the following profiles:
* 11 flat stages
* 6 mountain stages
* 1 medium mountain stage
* 2 individual time-trial stages
Distinctive aspects of the race
* 3 mountain finishes
* 2 rest days
* 117 kilometres of individual time-trials (including the prologue)
* 21 Category 1, Category 2 and highest level passes will be climbed
Tour de France Boost To French Property Market

Annual cycling showcase acts as "a brilliant, three-week advertisement for France."
With more people than ever expected to watch this years recently commenced Tour de France as it wends it’s way from the UK to Paris, via some of France’s most amazing countryside, property agents are expecting a significant increase in French property interest over the next few months.
"It is always the case that we get increased leads after the Tour," said a UK-based French property agent. "It’s a brilliant, three-week advertisement for France, and this year, with record viewing figures expected, with the UK property market so strong, and with France full of potential investment opportunities, we are geared up for a busy few months."
The tour passes through the Alps, where there are some great opportunities and finishes in Paris (great for buy-to-let) on July 29.
French Capital ‘Tops Europe Investment Markets’
Paris stands at the top of the property investment markets, in a new survey carried out by PriceWaterhouseCoopers and the Urban Land Institute.
According to the report, the risks for investors are low and the city offers a great amount of prospects, reports Homes Worldwide.
Moreover, France is showing a good deal of economic stability, meaning that it is the best choice in Europe for total return prospects, the publication stated.
For the next couple of years, there will be good opportunities for property investors, the report claimed, news that may also be of interest to those looking to buy property in the country.
Moreover, France’s status as a "global gateway" is further increasing its popularity as a viable area to invest in, the organizations found.
In related news, Standard Life Investments recently announced that it is to open a new office in Paris, something that confirmed the growth in real estate activity there.
Don’t Make a Farce of Your French Property Purchase

The most obvious difference is that, in France, a state-appointed notaire looks after both parties in the sale and purchase of a property.
Given that the raison d’être of the notaire is to ensure fairness between the two sides and a relatively hassle-free transaction, this can be seen as advantageous. When the buyer is a non-French national and the seller is a local person then it would seem sensible for the former not to attempt to negotiate the purchase by telephone and e-mail. Indeed, my first advice would be to go there and speak to the parties involved. It is particularly important to strike up a good relationship with the estate agent dealing with the sale…
