Today’s issue has a few surprises. First, Paris has gotten more expensive to live in compared to other major cities, according to Mercer Human Resource Consulting. Maybe that’s not a big surprised, given the rates of exchange we’ve experienced this past year.

But, it hasn’t gotten noisier!…according to a new chart published by the City of Paris defining the decibel level by street and neighborhood. You’ll find this fascinating and useful, particularly if you’re contemplating purchasing property on the main streets or on a secluded courtyard…"quelle difference!"

We have a particularly interesting property in Paris just on the market and not currently listed with any agency…four levels comprised of one complete building on the Passage de Choiseul in the 2nd arrondissement owned by an American wanting to sell. It takes a special customer for such an unusual property, but it’s priced well and promises to be a very interesting location for habitation or rental.

Noise Pollution

Noise is the number one nuisance Parisians complain about according to a study made by INSEE in 2002. In the city, the audial ambiance is a variety of traffic, horns, building sites, open-air markets, festivals, alarms, voices…and it’s rare to be in harmony!

In Paris, the traffic is at the head of the problem. Close to 3,000,000 vehicles roll in Paris every day over 1700 kilometers of streets over 105 square kilometers of area. We hold them responsible for most of the noise: engine start-ups, horns, sirens and running motors and ineffective mufflers.

In 2003, the city of Paris published a cartography of average noise levels during the hours of 6 a.m. and 10 p.m. that fascinated site visitors, to the point of reaching more than a million over the period of one year. Learning from this experience, the city decided last September to continue their study of noise and to provide the public with a more detailed look at the noise levels by street and district for both day and night.

The study and site complete, this useful tool enables us to determine the worst offenders, find ways of reducing the noise levels and learning what areas of the city are most desirable for residence.

On the "Carte de Bruit," my street registers approximately 65 decibels, or the level of a dishwasher. The map also shows our building’s courtyard, with a decibel level of 55, that of a garden.

Regarding any property you are considering to purchase, I recommend using the cartograph to help you make a decision as to what level you can expect to live with on a daily and nightly basis.

Japan’s largest cities are the world’s most expensive with London in third place, according to a recent survey by Mercer Human Resource Consulting. New York, the most costly of American cities, placed 13th, following Paris which has risen from 17th most expensive to 12th. Yikes!

The annual report ranked cities based on the comparative cost of more than 200 items including housing, public and private transport, food, clothing and entertainment.

A few weeks ago, I reported on almost exactly the same findings, as researchers for MHRC found a bus ride in London cost $3.66 compared to $1.76 in Paris, 51 cents in Prague and $1.83 in Dublin.

Surveys are conducted in 144 cities around the world every March
. All cities are compared to New York, which is automatically given a ran
king of 100, Tokyo in comparison scored 135, Paris scored 102

The Mercer group explains the cost of living in London is high due to the strength of the pound against the U.S. dollar and cited the high cost of housing and transport as a major factor in London’s cost of living.

Exchange rate fluctuations have had a significant impact on the 2005 cost of living rankings, countries utilizing the Euro have experienced a rise in relative cost while locations using US dollars and currencies pegged to the US dollar have dropped.

"Many of the U.S. cities surveyed have fallen in the rankings due to the weakening of the dollar against the Euro, Canadian dollar and Asian Pacific currencies," Mercer research manager Marie-Laurence Sepede said.

The report also found the cost of living divide between the world’s cheapest and most expensive cities was narrowing.

Basking in Basque Country

BAYONNE, CAPITAL OF THE BASQUE COUNTRY AND OF CHOCOLATE

According to an Aztec legend, it was the gardener from Paradise who brought the very first cocoa tree seeds down to Earth, to tropical America where the climate was hot and humid enough for them to germinate.

Christopher Columbus discovered this mysterious bean along with various spices, and carefully brought this treasure back to Spain. The Jewish community was quick to acquire the reputation of master chocolate makers, as they transformed the bitter bean into a delicious chocolate drink. Persecuted by the Inquisition, they had to run away and found refuge in Bayonne. They took along with them the precious secret recipe for this beverage, much to the displeasure of the Church, as it was said that chocolate possessed aphrodisiac qualities not compatible with the life of a good Christian. This devils brew created quite a stir, and the drink once exclusively reserved for the social elite very quickly reached the masses and became in the end a genuine treat for all people. Bayonne earned itself the unofficial title of European Hot Chocolate Capital and later built the famous Chocolate Museum.

The Love Chamber

Nature-loving hikers, golf amateurs, and more recently surf enthusiasts have all embraced the Basque Country as their promised land. Are you looking for endless fine sandy beaches, flower parks, deep forests, impressive golf courses, breathtaking waves for the most daring surfers and an exceptional microclimate? Well search no more… you will find it all in Anglet. This magical place inspires both serenity and fear. Indeed, legend has it that a young couple, whose parents opposed their love, came regularly to hide out in a cave at the end of the beach. One day, unfortunately, the rising tide caught them off guard and they were swept away by the waves, forever united. From that day on, the cave became known as the "Love Chamber" and attracted many other lovers who ventured inside of it, even Napolon I and Empress j2999ephine who could not resist their curiosity about the place. It is said that the empress even lost a shoe in the cave!

ST-JEAN-DE-LUZ: A PIRATES DEN

St-Jean-de-Luz is probably one of the most picturesque towns of the Basque coast.

Located at the mouth of the river Nivelle, this small fishing port offers the charm of typical Basque architecture and the pleasure of a particularly warm welcome. Originally, however, the prosperity of this town didn’t come from tourism or fishing, but rather from the activity of corsairs. These infamous, clever sailors were hired by the King of France with a "lettre de course" (privateering letter), and given the mission to chase British commercial vessels and seize their goods, in the name of, and for, His Majesty. Generously rewarded for their devotion, they were able to build themselves beautiful residences that still add much to the charm of the city today.

St-Jean-de-Luz also very quickly became a den for another category of sailors — pirates — who were either too destitute to serve the king or were simply motivated by greed. They stole on their own behalf. For many decades, pirates found the port of St-Jean-de-Luz to be an excellent home base.

Where Reasons of State Win Over Love

Although it was the corsairs who brought the town prosperity, it was an event of a much different sort, in the 17th century, that brought it fame. For several months, King Louis XIV the future Sun King had been very much in love. Barely 20 years old, he wasn’t yet interested in matters of state, but did enjoy spending happy carefree days in the company of one of Cardinal Mazarins nieces, Marie Mancini.

Cardinal Mazarin was determined to end the extravagantly expensive war between France and Spain that had been going on for more than 30 years. King Philippe IV of Spain, equally concerned, was ready to sign a peace treaty under the condition that the king marry his daughter, Infanta Marie-Therese. Negotiations got underway, while Louis XIV tried in vain to rebel. He begged, cried and defended his love for the young Italian woman. But reasons of state prevailed, his lover was ordered sent away in exile, and the royal wedding was organized in St-Jean-de-Luz, a few miles from the French-Spanish border.

On June 9th, 1660, the union of Louis XIV, King of France, and Marie-Therese, Infanta of Spain, was blessed in the church of St Jean Baptiste. As soon as the young spouses walked out of the building together, the door they had
just passed through was immediately sealed so that no one would ever
be able to follow in th
eir footsteps… The ensuing festivities were lavish, and so pleased Louis XIV that he bestowed many privileges upon the city in compensation for the cost of his wedding.

Though far from being a fairy tale, this marriage did allow the signing of a peace treaty that lasted 60 years, and the king who had left his true love behind, consoled himself well enough in other womens arms, albeit not in those of his lawful and nevertheless pretty wife…

BIARRITZ: MEETING PLACE OF THE JET SET

How could one have imagined that this medieval little whale fishing port was destined to later become the meeting place for some of the richest and most famous personalities of our modern times? Back then, Biarritz and the entire Basque coastline served as points of departure for the first explorers. Because whale fishing was a vital activity for the economy of the region, the mammals migratory movements forced the Basque fishermen to push the limits of their hunting grounds further and further. This is how the Basques discovered Newfoundland, Greenland and even South America.

Much later, during the 19th century, Empress Eugenie helped make Biarritz famous. She had known and loved this village since childhood, and after marrying Napoleon III, she decided to make it her summer residence town, bringing along with her courtesans and aristocrats who gave the city its airs of nobility.

This place is truly magical and its climate very pleasant. The beautiful and impressive "Villa Eugenie" later became the "Hôtel du Palais" (Palace Hotel) where many famous people from all over the world came to stay, whether they were kings, queens, princes, statesmen or movie stars.

Then came the casinos and the prestigious festivals that brought Biarritz its modern-day fame. Victor Hugo loved Biarritz. He wrote of it, in 1843: "I don’t know a single place more charming and beautiful than Biarritz". No doubt todays visitor will share his feelings while strolling along the "Corniche" (Coastline road) overlooking the Atlantic Ocean and facing the "Rocher de la Vierge" (Rock of the Virgin).

PARIS PROPERTY PICKS: Four Rites of Passage

A most unusual apartment has landed in our proverbial laps…a four-level apartment on a Paris passage…passage de Choiseul. The covered passages were constructed during two periods, between 1823 and 1828 and then between 1839 and 1847, allowing shoppers a beautiful, safe and weather-free environment. Passage Choiseul comes alive at lunch time with workers at the sandwich bars, Chinese and Greek restaurants, art supply shops and book stores.

One of the 4-story buildings that comprises the 19th-century Passage de Choiseul in the 2nd arrondissement, somewhat equi-distant from the Bibliothèque Nationale and the Opéra. The house is situated just at the rue St-Augustin entry of the Passage. Entirely newly renovated, the house is a blend of sleek modern elements and the warmth of the original, 19th-century oak interiors. Each of the four floors has been designed to maximize space and light, and an open feel pervades. While each floor has its own personality, the loft-like continuum remains uninterrupted. The commerciality of the two lower floors has been retained.

 

 

GROUND FLOOR: Presently used as a sitting room and an office, it is furnished with a custom-made floor-to-ceiling wood bookcase and desk; the flooring is a variegated blue Italian tile lain in a framed diagonal pattern. The ground floor has 3.35-meter (11-foot) ceilings and offers direct access to the cellar. The storefront window is "frosted" with a film that freely allows light to enter while prohibiting view from the outside. Heating for this floor is provided by an accumulator, a highly efficient mechanism that stores heat in its porous bricks. The efficacy of this unit serves to heat the floors above, although they too have individual electric units.

 

FIRST FLOOR: Kitchen, dining area. A Poggenpohl custom-designed workspace with ultra-modern utilities: Siemens convection oven with rotisserie, Siemens four-burner ceramic stovetop and a Liebherr stainless steel full-size refrigerator/freezer. Along with the original oak floorboards, the original oak spiral staircase and oak mountings of the half-moon window have all been refurbished.

SECOND FLOOR: An
open "Roman-style" shower area and intimate sitting room. While the toilet is private behind a partial wall (a new 50-liter/13.2-gallon hot water tank abov
e
the WC), the tiled shower and sink are open to the room. The floor, shower and hand-crafted sink are all fashioned from an ensemble of Italian ochre-peach-gray tiles. A portion of the room’s ceiling is a wall-to-wall glass panel, situated so as to allow light from the terrace above to stream down. The contemporary oak spiral staircase leading to the floor above (bedroom) was assiduously designed to follow the specs of the 19th-century staircase it serves to continue. A wrought-iron/water buffalo leather couch accents the sitting area.

THIRD FLOOR: Bedroom, terrace. The floor space is divided approximately three-quarters/one-quarter interior/exterior space. The interior bedroom floor is a mosaic of small black tiles and the top-side of the glass panel. The terrace, separated from the bedroom by a wall-to-wall insolated sliding glass door (and an electrically-controlled vertical metal shutter), is outside of the Passage’s glass roof and offers a view of the "toits de Paris." Approximately 5.6 square meters (60 square feet), it is tiled and has been furnished with an outdoor electrical socket and lighting fixture.


MEZZANINE: Above the bedroom, beamed. Beneath the pitched roof, the height of the mezzanine is a full story at its depth. Presently used as a wardrobe/dressing room, it has a view onto the terrace and could be designed as a bedroom or a second office. Furnished with an electrical outlet and lighting, it measures approximately 5 square meters (54 square feet).

CELLAR: Accessible from the ground floor. The stone-vaulted cellar with its cement floor is utterly dry and its cool temperature fluctuates no more than a centigrade degree or two throughout the year. It is furnished with electricity and water (a Miele clothes washer is in service), and new PVC plumbing has been fitted for the future instillation of a WC, sink and/or tub/shower, hammam/sauna. A new 100-liter (26.4-gallon) hot water tank has been installed that presently services only the kitchen sink.

Each of the four floors, and the cellar, measures approximately 23 square meters (248 square feet), a minor percentage of which (variably) is ascribed to space occupied by a staircase. The plumbing and electricity throughout the building are new. All appliances are top quality and new. Some of the home furnishings (couches, queen-sized futon bed, dining table and chairs, appliances, kitchenware etc.) are available for separate sale.
