Montmartre was once a village on the outskirts of Paris — a tax-free haven for artists and a home to winemakers and cabaret-goers. Today it is every bit as particular as it was more than 100 years ago in spite of its incorporation into the city limits, the tax system and accessibility by Métro and bus. It’s one of the fastest appreciating property areas of the city and is becoming more and more of interest by short term vacation renters. Thanks to quirky Amélie Poulain, it was put back on the map a few years ago and is now one of the city’s most desirable places to hang one’s hat.

Strong Economy Strengthens French Property

The French housing market will be supported by a strong economy both in the short and long-term, according to new research by the International Monetary Fund (IMF).
The global financial organization raised its prediction of future GDP growth to 2.2 per cent over the next five years, due to improved demographic trends and structural reforms happening within the country.
Such reforms will come as long-awaited good news to property investors who have seen France’s economy held back by restrictive labour laws and a burdensome tax system, while economic growth in the UK has progressed substantially at a steady pace.
The short-term outlook for the French economy as a whole is that GDP should grow by 2.5 per cent this year and only drop back 0.2 percentage points in 2007 in spite of a worldwide slowdown.
All components of aggregate domestic demand have contributed to the improvement, says the IMF. Falling unemployment, real increases in minimum wages and low interest rates have been supported by high levels of consumption and investment in housing, meaning that the foundations have been laid for steady growth as we see out the decade.
Along with the French government’s expansion of housing credit, this news will encourage those thinking of investing in property in a country which has often been criticized for its economic policies and lack of growth.
However, the IMF warns that the 2.2 per cent GDP growth over the next five years may be followed by a period of decline due to France’s aging population and alleged pension time bomb.
Advisors from the organization also looked to France’s relative performance as a point of improvement; in terms of GDP per capita ranking our Gallic neighbors have fallen from 12th to 16th in the world over the past five years.
Meanwhile, it appears that times are looking up for the French property market in terms of competition from eastern Europe.
Bulgaria has long since been touted as the successor to the France-Spain hegemony over high yielding European property but an expert from Balkan Holdings says that serious investors are turning away from the former communist state.
Chris Northam, managing director of Balkan Holdings said that those investors looking purely for capital gain and investment returns “may well think twice about investing in areas where there is over-development.”
He added that many of the buyers in Bulgaria are those not concerned by investment returns and would buy a property in Spain if the prices were lower. But serious investors, he concluded, “may want to weigh up the pros and cons of the return.”

Editor’s Note: The actual market values are considerably higher than those the Chambre de Notaires report. Factors that contribute to this variance are: 1) the properties were purchased about three months earlier than the deeds were recorded (the time between the signing of the Promesse/Compromis de Vente and the Acte de Vente) 2) the reduction in the purchase price, which can be attributed to direct payments made to the sales agent to help reduce notaire fees, 3) the listing of inventory of fixed furniture such as built-ins and appliances and 4)the under-the-table cash transactions, which are illegal but do occur. Finally, the figures are diluted as they are reported by an arrondissement in its entirety and do not account for differences by neighborhoods.

Dying in Montmartre: The Cemeteries of Montmartre

I was told you must be a resident of Montmartre to be buried there. On November 1st, All Saints Day, I visited the Saint-Vincent Cemetery (“Cimetière Saint-Vincent”) at 6, rue Lucien-Gaulard opened on January 5, 1831. It was Montmartre’s second cemetery, built after the Cimetière du Calvaire had been filled. A small cemetery with just over 900 graves, a few of its best known residents are writers, actors, musicians and artists we would all recognize.
For a more extensive tour, mosey downhill to the Montmartre Cemetery (“Cimetière de Montmartre”), a famous cemetery located at 37, avenue Samson. At one time, cemeteries had been banned from Paris ever since the closing of the “Cimetière des Innocents” in 1786, as at that time they presented health hazards. Later, several new cemeteries replaced all the Parisian ones, outside the then precincts of the capital in the early 19th-century — Montmartre being one of them (in the north), Le Père Lachaise Cemetery in the east, Passy Cemetery in the west and Montparnasse Cemetery in the south.

Montmartre is a hill in the north of Paris, France, in the 18th arrondissement, a part of the Right Bank, primarily known for the white-domed Basilica of the Sacré Cœur on its summit. The other, older, church on the hill is Saint Pierre de Montmartre, which claims to be the location at which the Jesuit order of priests was founded. The community on the hill is also called “Montmartre.”
Saint Denis, a Christian martyr, the bishop of Paris and the patron saint of France, died around 250 on Montmartre. Denis was executed by beheading on the highest hill near Paris (now Montmartre), which being the highest hill in the area was also likely to have been a druidic holy place. The martyrdom of Denis and his companions gave the name of Montmartre, in French literally the mountain of the martyr.
When Napoleon III and his city planner Baron Haussmann planned to make Paris the most beautiful city in Europe, a first step was to grant large sweeps of land near the center of the city to Haussmann’s friends and financial supporters. This drove the original inhabitants to the edges of the city — to the districts of Clichy, La Villette, and the hill with a view of the city, Montmartre.
Since Montmartre was outside the city limits, free of Paris taxes and no doubt also due to the fact that the local nuns made wine, the hill quickly became a popular drinking area. The area developed into a center of free-wheeling and decadent entertainment at the end of the 19th-century and the beginning of the 20th-century. In the popular cabaret the Moulin Rouge, and at Le Chat Noir, artists, singers and performers regularly appeared including Yvette Guilbert, Marcelle Lender, Aristide Bruant, La Goulue, Georges Guibourg, Mistinguett, Fréhel, Jane Avril, Damia and others.
Basilica of the Sacré Cœur was built on Montmartre from 1876 to 1912 by public subscription as a gesture of expiation after the defeat of 1871 in the Franco-Prussian War. Its white dome is a highly visible landmark in the city, where just below it artists still set up their easels each day amidst the tables and colorful umbrellas of Place du Tertre.
At the beginning of his political career, the future French statesman Georges Clemenceau (1841­1929) was mayor of Montmartre.
The Musée de Montmartre is in the house where the painter Maurice Utrillo lived and worked in a second-floor studio. The mansion in the garden at the back is the oldest hotel on Montmartre, and one of its first owners was Claude Roze, also known as Roze de Rosimond, who bought it in 1680. Roze was the actor, who replaced Molière, and like his predecessor, died on stage. The house was Pierre-Auguste Renoir’s first Montmartre address and many other names moved through the premises.
Just off the top of the butte, Espace Salvador Dalí showcases surrealist artist Salvador Dalí’s work. Nearby, day and night, tourists visit such sights as the artists in Place du Tertre and the cabaret du Lapin Agile

Many renowned artists are buried in the Cimetière de Montmartre and the Cimetière Saint-Vincent.

The movie Amélie is set in an exaggeratedly quaint version of contemporary Montmartre.
Montmartre is an officially designated historic district with limited development allowed in order to maintain its historic character.
A funicular railway, the Funiculaire de Montmartre, operated by RATP, ascends the hill from the south while the Montmartre Bus circles the hill.
Downhill to the southwest is the red-light district of Pigalle. That area is, today, largely known for a wide variety of sex shops and prostitutes. It also contains a great number stores specializing in instruments for rock music; there are also several concert halls, also for rock music.
