Property Prices Popping in Paris

Volume IV, Issue 32

Once a quarter, we bring you the latest statistics on Paris property prices. Today we bring you the results from first quarter 2005 through first quarter 2006. If you already own property in Paris, you’re going to be very pleased — it’s up again by 12.7% on the average. If you haven’t yet purchased property and have been thinking seriously about it, then don’t waste too much time!

Because of the extraordinary increases in the 7th, 19th and 20th arrondissements, we bring you several special apartments in these neighborhoods to dream about, so be sure to scroll down and have a gander.
Leonard Pitt’s new book is out, “Walks Through Lost Paris” — A Journey into the Heart of Historic Paris with a Forward by Alexandre Gady. Pitt’s passion for pre-Haussmannian Paris is illustrated by his before and after photos of Paris past and Paris present.
Most of think of Paris as Haussmannian’s Paris…the symmetrical six-story buildings that line the big boulevards, appointed by wrought iron balconies and topped with dormer windows leading to the “chambres de bonnes” (servants’ quarters). They are made up of elegant apartments with high ceilings, moldings, fireplaces, parquet flooring and big kitchens. These buildings were constructed after 20,000 buildings were torn down, changing the face of Paris completely over a very short period of time.

Paris Property Prices Still on the Rise

The property price figures for Paris and the Paris region (Ile-de-France) are reported quarterly by the INSEE, the French National Institute for Statistics and Economic Studies (http://www.insee.fr/en/home/home_page.asp). Just this week, the statistics were released for the end of first quarter 2006, almost five months after the closing of the month. Given that the properties to which the statistics relate were purchased about three months earlier than the deeds were recorded (the time between the signing of the Promesse/Compromis de Vente and the Acte de Vente,
you can assume then, that t
hese figures are already out of date by eight months.

In light of that fact, now let’s look at how it affects the market values you will experience when you set out to look at properties. This report averages Paris per square meter prices at 5,352€ with an annual appreciation of 12.7%. Eight months is 2/3 of the year. If you were to visit properties today, you can already expect the prices to be about 8.5% higher (2/3 of 12.7%), or 5,807€ per square meter.
I’m no mathematician nor economic analyst, and I’m sure among you there are readers who can correct my rather plebeian theory, but we know for a fact, that the actual market values are considerably higher than those the Chambre de Notaires report. Other factors that contribute to this variance are: 1) the reduction in the purchase price, which can be attributed to direct payments made to the sales agent to help reduce notaire fees, 2) the listing of inventory of fixed furniture such as built-ins and appliances and 3)the under-the-table cash transactions, which are illegal but do occur. Finally, the figures are diluted as they are reported by an arrondissement in its entirety and do not account for differences by neighborhoods.
In this latest report, the districts showing the least amount of growth are, interestingly, those North Americans love most — the 5th (Latin Quarter and Sorbonne), the 6th (Saint-Germain-des-Prés) and the 8th (Champs-Elysées). Coincidence? I don’t think so. These are districts favored by foreign clients who are willing to pay higher prices. I believe that they simply drove the prices up to a point where they reached a leveling out in those areas. The 6th arrondissement continues to lead the pack with average costs per square meter of 8,088€, for the first time in history breaking the 8,000€ mark. The 7th (Eiffel Tower) is a close second with 7,660€ per square meter and the 4th (Marais) with 7,285€ per square meter.
These are the hot spots of Paris (“location, location, location”), yet not necessarily where you’re going to get your best return on investment. Looking at appreciation, the 19th, 20th and 7th leads, respectively 20.6%, 15.2% and 15.1%. Logically, the 19th and 20th offer the lowest per square meter prices at 4,252€ and 4,472€ respectively — which accounts for their extreme growth.
But let’s look at the 7th! If this trend continues, as it seems to be, then even though the price of property is steep, the return will be formidable. Of the three districts showing the most growth, the 19th and 20th can be great places to live, but the rental market is risky in these somewhat uncharted outlying areas of the city. The 7th, however, with a view of the Eiffel Tower, or with a close proximity to the rue Cler market street, can be a very successful rental proposition. (Doesn’t everyone dream to have a view of the Eiffel Tower?!)
There is always talk about the “bubble bursting,” but that could be true if a “bubble” existed in the first place. We are seeing a tiny shred of slow-down, but our first-hand experience is that the few good properties on the market are being priced correctly to sell, are being sold quickly at the asking price and that contributes to steady growth. Interest on mortgages has risen slightly, but money is still a lot “cheaper” (under 4%) and property taxes are ridiculously lower than in the U.S. or Canada, so ownership in Paris is still attractive to North American buyers.
Plus, not only is the rental market virtually year-round (except for August and January), but Paris isn’t in threat of the usual natural disasters (earthquakes, hurricanes, flooding, mudslides, etc.) and the hundreds of years these buildings have stood are likely to stand another several hundred years the way the city looks after them with such care.

French Property a “Strong Favorite” for Investors

Overseas property investors are continuing to invest in France, owing to the options for return that it offers, it has been claimed.
French property has been a regular choice for investors for a long time, according to the Independent, and continues to be despite new and emerg
ing markets.

Property sectors in eastern Europe are gradually achieving a higher profile in the eyes of investors, while areas such as Morocco and Dubai are also seen as “promising”, the report claims.
However, French property is seen as a reliable option, with prices rising by 10.3 per cent in the last year and 60 million tourists expected to visit the country this year.
Stuart Law of property company Assetz told the Independent that, while areas such as Bulgaria may prove attractive to investors in the returns they offer, they do not appeal as much as countries such as France for retirement.
“Capital growth is slower in France, but the rental market is strong and reliable, underpinned by the tourism industry,” Mr. Law said.
“And property prices, though rising, remain considerably lower than in the UK.”

Managing Your French Property Insider Subscription is Easy!

It’s easy…
1. Go to https://adrianleeds.com/frenchproperty/insider
2. Click on “Manage Subscription.” You’ll find it under the “Subscribers Only” section in the sidebar.
3. Enter your username and password.
4. On the Welcome Page, go to “Manage Your Account” and click on “Change Password/Edit Profile”
5. Once you’ve made the changes, scroll down to the bottom of the page and click on “Save Profile.”
Simple!
