Furnishing Your Paris Pied-à-Terre Ikea-Style or Not?

Bonjour French Property Insider Subscriber,

Sunday was spent at Ikea…seven hours of it. I am experiencing renovation work first hand and although I don’t want to scare you, you should know a few things in advance so you can learn from others mistakes…namely mine!

There are several Ikea stores on the outskirts of Paris which are reachable by public transportation if you don’t have a car. Ikea is best for kitchen cabinetry, bedding, storage units and household accessories. We warn you: do not "over Ikea" your Paris pied-à-terre, or else it will be an average apartment with average returns. Lack of spare time had us trekking to Ikea Nord Roissy near the Charles de Gaulle airport on a very hot Sunday afternoon. A Métro to the RER to a shuttle bus got us there in a bit over an hour, but shopping on a weekend was our first mistake.

Ikea brilliantly moves you from one department to another, but should you forget something, doubling back takes doubly long…so take each department slowly. Kitchens were the first stop where I waited over an hour to see a sales person. Ordering all the cabinetry took only a few minutes and cost a ridiculously small amount of money: six different cabinets plus hardware cost about 750€ delivered, so the wait was worth it.

Second stop was bedding where within a short amount of time and testing of mattresses, I had purchased narrow twins that will make a king size bed when made up together as one unit. For the quality of the bedding, the prices again, are as reasonable as you find in France and once again, worth the trek, particularly since delivery could be scheduled at a different time from the kitchen, near the end when construction would be complete.

Ikea is the perfect place to purchase all the accoutrements: dishes, silverware, towels, sheets, etc., again because the quality is acceptable and the prices low…except for one thing — they won’t deliver the accessories. If you don’t have a car, then pre-arrange a taxi to take you home or rent a car for the day. There is no other solution, except occasionally there is a bright guy with a truck waiting outside for his next passenger at 50€ to take you and your new purchases back to Paris. In the pouring rain, this is what we were lucky to accomplish once we were shocked with the news that a delivery wasn’t possible.

All in all, Ikea was the perfect answer for an almost one-stop-shopping experience. The rest I expect to find at Darty (appliances), BHV (fixtures and hardware) and Leroy Merlin (DIY building materials).

Property Investment Partnerships: Société Civile Immobilière (SCI)

The purpose of a property investment partnership (société civile immobilière, or SCI) is to acquire or, in some cases, provide for the construction of buildings (houses, flats or entire buildings) to be rented to third parties or provided free of charge to the partners. An SCI must consist of at least two partners. A written contract, known as the by-laws, is required of every SCI. These by-laws must contain information on the firm and its partners (including its name, headquarters, total assets, method of operation, etc.). Once the by-laws have been signed by the founding partners, the partnership is registered with the local trade and companies register.

The partners in a partnership are liable for the firm’s debts in proportion to their share in its capital. For example, in a partnership consisting of two partners who each hold one half of the firm’s assets, each partner will be liable for one half the liabilities. Therefore, there must be complete trust not only among the partners but also between the partners and the firm’s manager(s), who must be chosen wisely. The advantage is that when several partners join forces, they are able to undertake projects that would have been impossible for one person acting alone. By purchasing a building as an SCI made up of numerous partners, buyers can avoid the instability inherent in simple joint ownership. However, bear in mind that the building belongs to the partnership and not to its partners, who merely own shares in the partnership. There is consequently less freedom in decision-making. The partners must be able to reach consensus in order to make decisions; indeed, the most important decisions will require unanimity. Lasting disagreements among the partners may paralyze the firm’s operations and prove detrimental to the interests of all parties.

So long as these constraints are borne in mind, partnerships can be an effective tool for asset management. Children and parents can be included in a real estate acquisition (such as the purchase of a second home or vacation home). Later on, the parents’ share of the property can be gradually transferred to children or grandchildren in small increments, with a tax burden that is spread out over time. Some tax advisors suggest that an SCI is an effective way to reduce your tax liability. That isn’t entirely accurate, although in certain circumstances the acquisition, construction or sale of a building can be conducted more efficiently by an SCI from a legal, financial and tax standpoint. Tell your notaire about your plans. Only a comprehensive analysis of your specific circumstances can determine whether a partnership is appropriate for you. You should never enter into a partnership without taking certain precautions, nor establish one without knowing how to extricate yourself later on. Moreover, under some circumstances the by-laws should be prepared as a notarial deed in order to avoid having them challenged in the future, especially if spouses or eventual heirs are involved, and in this case a meeting with your notaire will prove essential.

How Much Rent Can You Charge?

If you’re buying a pied-à-terre for rental purposes, then you will want to know how to price it and what you can expect from the rental returns, even before you sign on the Promesse de Vente’s dotted line.

Rentals come in all sorts of shapes and sizes. An apartment rented unfurnished is a very different animal from one that is rented for vacation use completely equipped for as little as a few days or by the week.

The lenders use an equation of approximately 20€ to 30€ per square meter per month to estimate rental income when processing your loan application. This equation fits the current unfurnished rental market in Paris. For example, a one bedroom apartment in Saint-Germain-des-Prés (the most expensive district) of 50 square meters would rent unfurnished for at least 1,500€ per month. The same size apartment in a moderately priced district, such as the 15th arrondissement, would rent for 1,250€ per month and in the least expensive areas, such as the 10th, 1,000€ would be a fair price.

We do not recommend renting your property unfurnished. Unfortunately for landlords, the current laws favor the tenants and therefore owning unfurnished properties is not all that desirable. This is unfortunate for tenants, as well, because there are fewer unfurnished apartments on the market, but a very high demand. (We hope to see some legal reform in the next few years that will alleviate this problem.)

Rental by the week can be the most profitable, but the most work. If you manage the apartment yourself, then you will be advertising it, taking the reservations, organizing the "meet and greets" and ensuring the property is properly maintained. If you hire an agency to do this for you, expect to pay them approximately 30% of the rental price. (Some charge more or less depending on the quality and level of service.)

Achieving an occupancy rate of 50% is what you should expect as a baseline your first year with a goal of at least an 80% occupancy rate. Good management of the apartment leads to higher occupancy rates and let’s face it, every night in the apartment you rent becomes pure gravy once you’ve satisfied your expenses (utilities, insurance, taxes and mortgage interest and fees).

face="Verdana">Rental by the month can provide a happy medium with reasonable profit and low risk — this depends, of course, on your desire or ability to make the property available for long periods of time. Normally, a monthly rate is two to three times a weekly rental rate. For example, I have just put my new studio apartment on rue Charlot up for rental beginning in August (http://www.adrianleeds.com/frenchproperty/insider/rentals/provencal.html) with the following rates:

Per Night 105€ to 125€
Per Week 590€ to 790€
Per Month 1390€ to 1790€

The range gives me flexibility to charge more or less depending on season and availability. These rates were determined by analyzing the current market and staying within the same range as competitive apartments.

When researching the market, don’t exclude hotel rates from the picture. In fact, your first competition comes from those who choose to stay in hotels vs. apartments…and if a visitor can have the luxury of an apartment at the same rate as a hotel, then the privacy and feeling of being a resident can be very appealing in exchange for the daily housekeeping and concierge service a hotel provides.

A disparity in rates normally would indicate a high or low level of luxury. Rental agencies will tell you that apartments luxuriously appointed can command higher rents, achieve high occupancy rates and attract better clients. For this reason, we recommend not scrimping on the details…a little more of an investment in quality and tasteful furnishings can go a long way to a successful and profitable property.

Reporting on Renovation

The Harris Marais Apartment

Ben Harris and Angela Clugston will not only be saying their vows later this year, but will also be vowing to their "new" Marais apartment on rue de Turenne overlooking the Eglise Saint-Denys du Saint-Sacrément. When they first purchased the (approximately) 100 square meter apartment, the charm was evident from the 17th-century architectural appointments and the split level interior resulting from two buildings that had been joined at some point.

Also evident was the fact that the apartment needed renovation and redistribution, hopefully gaining a third bedroom and second bath by redesigning mostly the sleeping areas on the higher back level. Ben and Angela hired architect Derek Bush (http://www.bush-architecture.com /) to redesign the space with a budget of about 10% of the purchase price of the apartment, well under 1000€ per square meter.

The apartment was appealing to House Hunters TV (http://www.hgtv.com) to feature in their international programs. About two months ago, a film crew came in to video the new owners in their new apartment prior to the renovation work. The renovation is going quickly and already the apartment is taking on a new shape. The wall between the kitchen and dining room came down to open the entire space to the views and the light — a major improvement. Another wall came down between the entry hall and the living room, opening the spaces even further. On the upper level, the large bathroom and wide hall were reapportioned to narrow the hall and turn the bathroom space into a third, but small bedroom. In areas at the far end that were once storage, two full new bathrooms went in.

Ben and Angela intend on living in the apartment, but their professional life may end up taking them to other parts of the globe. Should that happen, the apartment will become a luxury rental and could easily rent by the week, month or year at a high rate of return. Since the Promesse de Vente was signed six months ago, and in consideration of the renovation budget, the apartment is still worth a bit under current market value.

 

 

 

 

 

 

 

 

 

 

 

 

 

 

Le Leeds Provençal Studio

The stone behind the wall turned out to be less lovely than we hoped saving us the trouble of tearing it down and repairing the stones. In its place will go a canopy of cabinetry which will include recessed lighting over the beds, lots of storage for linens and a unit creating a fold-away desk and shelving for a mini-office space to one side.

The ceiling came down and we discovered mostly old wood beams that cleaned up and refinished in dark brown very beautifully. The work to recreate the ceiling can be described in one sentence, but three weeks of labor have been invested in refurbishing, reinsulatng and replastering.

The tiny bath was enlarged by opening and then reconstructing one wall to

be closer to the pipes it once enclosed, allowing the toilet to move to one side by 10 centimeters. Moving the toilet helped enlarge the space for a corner circular shower stall that a mosaic artist will build in a free-form design. All in mosaic, the bathroom counter will become an extension of the shower and act as the base for a glass red wash basin which allows for more counter space than if it were embedded in the counter top.

Ikea was the resource for cabinetry to make an ell-shaped kitchen with more storage than it actually might need, allowing for a full washer/dryer, refrigerator, microwave oven and two burners. Leroy Merlin was the resource for the mirrored sliding closet doors that help make the small space seem much larger. Mirrors will be used in key points to enlarge the space visually.

Renovation is approximately one-third complete, with end of July as our target completion date. Rentals can begin in August…keeping our fingers crossed for smooth sailing!

Bon Soir to France Soir as it Hits the Streets Again

Jason Fraser, one of Britain’s most famous media photographers, must be pleased with the reaction to the relaunch of France Soir, one of France’s most famous newspapers. He had a lot to do with its triumphant reappearance last week on French news-stands.

The paper, founded by Pierre Lazareff in 1943 as Defence de la France, the paper of the French Resistance, once enjoyed a six figure circulation, but recent years have not been kind to this grand old dame as losses mounted and sales declined.

The paper had not appeared since property developer Jean-Pierre Brunois took it over in April. He hired French-speaking Fraser to redesign it and help relaunch the paper which now looks a bit like a Sun clone.

The launch edition carried a big front page picture of singer Mariah Carey (doing nothing more dramatic than sipping a coffee) followed by a two page interview Fraser did with the femme fatale of the pop world. Hardly earth-shattering stuff. But getting it back on the streets was a minor miracle.

Brunois’s ownership caused much angst among staff. Morale nose dived. The many job cuts sparked a minor French revolution with departing staff alleged to have deliberately introduced computer viruses, destroyed office equipment and indulged in some unreportable obscenities.

Not surprisingly, given Fraser’s influence, the new-look France Soir, is picture-led with less emphasis on good writing, which was one of the paper’s strengths in its former glory days. But it has been well received.

Hollinger Considers Final Sell-off

Gordon Paris, chief executive of Hollinger International, has said that he and his new board of directors might consider selling Hollinger’s last remaining major media asset — the Chicago Sun-Times newspaper — if the price is right.

The company has already sold off its other major newspaper holdings including the Daily Telegraph and Sunday Telegraph to Sir David and Sir Frederick Barclay (owners of The Business) and the Jerusalem Post and, during Conrad Black’s tenure as Hollinger’s boss, its Canadian big-city newspapers.

The company’s name will be changed to Sun-Times Media Group in July. Black was forced to resign his management posts at the company and step aside as chairman of its board of directors after accusations that he and associates looted the company’s coffers. Black has denied wrongdoing and awaits trial on fraud charges. The trial is now expected to begin next year in Chicago.

At Hollinger’s annual meeting, Paris indicated that a number of possibilities would be considered for the company’s future, including a potential sale of the paper. He noted the broad interest among buyers for the 12 Knight Ridder newspapers being divested by McClatchy Co, which is buying the rest of Knight Ridder.

Online Ad Spend to Hit $20 Billion

Online’s share of US media spending will hit 12% of total spend in 2006 — up from just 10% a year ago, predicts TNS Media Intelligence, Madison Avenue’s leading source for ad tracking data.

TNS MI, which officially tracks only online display advertising, said it now expects online ad spending to rise 13% for full-year 2006 — up nearly four percentage points from its January forecast of 9.1% — marking the greatest upward revision of any medium over the six-month period.

Steven Fredericks, president and chief executive of TNS MI, says the company’s initial estimates were far too conservative for online ad spending, and that much of the revision comes from an acceleration in the migration of traditional media ad budgets online. TNS MI now estimates that total Internet ad spending will reach $20 billion by year-end, or about 12% of a $161 billion 2006 measured media ad pie when search is factored in.

"Last year we just passed the 10% range," says Fredericks. He added: "Obviously, the ad expenditure pie is growing and each year is kind of a new record in a sense, but we’re also seeing shifts from other media into the Internet."

Fredericks singled out B-to-B magazines and newspapers — and to a lesser extent, consumer magazines and Sunday newspaper magazine supplements — as examples of media that are losing share to the Internet. "That shift is not slowing down by any means. If anything, we see it speeding up," he said, adding that much of it appears to be going to search engines like Google and Yahoo.

Marr’s Tour

de Force

Congratulations to Andrew Marr on his tour de force, Age of Genius, (BBC4 last Monday). Unlike most other TV narrators Marr, once editor of the Independent and a former BBC political editor, did not wave his arms about like a demented ostrich but walked viewers serenely around an Edinburgh he knows well to present a watchable and intelligent story about a remarkable group of 18th Scottish philosophers, economists and scientists who challenged convention and laid the foundations for the modern world.

At the heart of Marr’s story about what came to be known as the Scottish Enlightenment was the philosopher, historian and economist David Hume with his revolutionary investigations into the nature of knowledge. Hume attracted thinkers including Lord (Henry Home) Kames and Adam Smith, and their discussions, held mostly in convivial Edinburgh hostelries, led to published works that explored the nature of man, morality and economic development that influence the world today. TV needs more of Marr.
