The property market in the “provinces” is still buoyantly bobbing up while presidential hopefuls are battling black marks on their reputations over their wealth and the taxes imposed.

A Taste of France in the Heart of London

The winds that caused the cancellations of flights and trains to London on Thursday died down long enough to allow our early morning Eurostar to Waterloo Station to arrive virtually on time. I recognized several colleagues with the same destination — the Vive La France French Property Exhibition that takes place every January or February at the Olympia exhibition space. I shared a taxi with old colleague and friend, Stephane Denner, Manager of the International Branch of BPI (Banque Patrimoine & Immobilier, https://adrianleeds.com/wp-content/uploads/newsletters/frenchproperty/loan/lenders.html), one of our primary lenders with whom we have worked ever since obtaining my own mortgage in 2000, and hit the ground running.

The Olympia space is vast, accommodating well over 300 exhibitors who showcased gastronomic delights, travel destinations, properties on the market and services related to visiting France or investing in property there. Food lovers come to sample French cuisine as some of France’s celebrity chefs demonstrate cooking techniques and renowned UK-based restaurants serve up their signature dishes. I lunched on Magret de Canard with Stephane Caen, France Account Manager for http://www.Expatica.com, who chose Confit de Canard and we both washed it down with a large glass of French red wine.

A bit of time
was spent perusing the products from France shipped to London (at premium prices!), such as Provençal soaps, breads, olives and wines, but mostly the day moved quickly in the area separated by a temporary wall along the back of the enormous exhibition space. Here the real French Property Show was in full swing, with dozens of stands of real estate agencies, lending institutions and property services of all kinds, such as the Moneycorp Foreign Exchange experts (https://adrianleeds.com/frenchproperty/loan/moneycorpconvertor.html) who can save you money and take the risk out of transferring currency. Our partner in the Living and Investing in France Conferences, John Howell, had a stand for his company, John Howell & Co (http://www.JHCo.org/default.php), shared with an independent financial advisor. I caught ILP partner Graham Platt being interviewed on camera by http://www.FrenchEntree.com, one of the UK-based Web sites specializing in property resources. At our last seminar, Graham won the hearts of the attendees who remarked, “No bull. To the point. Put the fear of God into me!” I wondered how the interview had gone.

One thing that never ceases to amaze me is the obvious lack of presence of the city of Paris. There was only one or two agencies with any properties in Paris — all the others focused on areas of France of most interest by the British…Normandy, Brittany, Languedoc-Roussillon, Provence and the Côte d’Azur. There was not one Eiffel Tower on display, no souvenirs of Paris, no Paris tourist board.

I always ask “why?” to which I got several replies: “It’s too expensive.” “If I wanted to buy property in a city, I’d buy in London.” “It’s fun for a weekend, but I don’t like the Parisians (or I don’t think they like us).”

For North Americans, it’s just the opposite. With all that suburbia we have in the U.S. with our big houses and large lots, we yearn for urbanity and Paris is just perfect — densely populated, but on a human scale and easily maneuverable. In fact, very few North Americans buy and own property in the French countryside, with the exception of Provence and Côte d’Azur and sometimes in the Loire Valley. We speak the same language (mostly), but we are definitely not the same “animals” and our viewpoint on France contrary to one another.

Buoyant Property Market for French Regions in 2007, says Study

Brittany and Languedoc-Pyrenèes in France are set to experience significant property growth this year, according to new research.

The regions are already popular holiday home hotspots but are set to see demand increase significantly in 2007, a study by Assetz reveals.

Holiday homes in these areas are relatively cheap compared to those on the French Riviera, for example, but growing demand is set to drive house price inflation in the areas.

Brittany in the north-west and Languedoc-Pyrenees in the south will grow in popularity as investors begin to realize their potential.

According to managing director of Assetz Stuart Law, France will continue to be “a firm favorite with British investors” over up-and-coming hotspots in the Eastern bloc, for example.

“While capital growth might be slower than in emerging European markets, France competes very successfully due to low deposit requirements, worldwide appeal as a holiday
destination and a
straightforward purchase process,” he said.

French Unease About Wealth Rises to Fore in Presidential Campaign

Is it a political sin to be rich? French voters are asking that question this week amid an uproar over wealth taxes paid by top presidential candidates, especially Socialist Ségolène Royal.

Her party’s chief, whom Royal has lived with for three decades, said last year, “I don’t like the rich” – a statement reflecting an unusual unease with wealth and profit-making for a nation that the IMF ranks as the world’s sixth-richest.

The question of what to do about France’s taxes on the rich, long a pillar of the country’s generous and cherished welfare state, is a top issue in the campaign for presidential elections in April and May. The vote is seen as key for a country whose economy is struggling and whose voters are thirsting for new leadership.

Conservative Nicolas Sarkozy pledges to reduce the tax burden for the rich, while Socialist Party chief François Hollande wants to raise taxes on those who take home more than $5,200 a month. Royal says she is not bound by Hollande’s proposal but has been vague about what she plans.

That public clash with Hollande was the latest bump in her drive to become France’s first woman president, and another sign of her willingness to buck some ideals that Socialists hold dear.

She faced more criticism this week after Internet rumors emerged that she and Hollande were avoiding the wealth tax, imposed on those whose personal assets total more than $981,000.

Royal fiercely denied any wrongdoing. She divulged her financial assets – a share in two homes, one near Paris and the other on the Riviera, and full ownership of a home in western France where she works. The couple will pay $1,112 in wealth taxes for 2006, she said.

But many of Royal’s critics seemed as angry at her wealth as at her alleged tax evasion.

“It’s not wrong to be rich, but it makes you ask how the money was earned,” said Aimee Dicaud, a retired government worker at a supermarket in central Paris. Corruption scandals have tarnished many politicians’ reputations in recent years.

Some fellow shoppers bristled when asked to discuss candidates’ private finances.

Many French still adhere to Marxist ideals of a “utopia where money would have no place,” researcher Damien de Blic, author of a book called “The Sociology of Money,” said in an interview published Thursday in the daily Liberation.

He said French politicians on the left are under extra pressure to appear modest since they are expected to defend the working classes.

French candidates are not obliged to let voters know how much they earn or are worth. They are required to declare this to the Constitutional Council, which oversees the elections, but the council cannot publicize the information.

After Royal’s disclosure, rival Sarkozy followed suit, declaring that he paid $2,570 in wealth tax in 2006.

Most other candidates revealed fairly modest incomes, homes and cars.

Arlette Laguiller, of the far-left Workers Force party, declared no property and no wealth, and said she contributes much of her pension as a former elected official to her party.

The French electorate is divided over what to do about taxing the rich.

A poll by BVA published Thursday showed 50 percent of respondents supported Hollande’s proposal to raise taxes for those taking home more than $5,200 a month, while 46 percent were opposed.

Labor leaders, the media and Royal have taken executives to task over generous stock options and bloated retirement packages.

But many middle-class voters complain that the wealth tax limit is too low, given the sharp rise in housing prices in recent years, especially in and around Paris.

France’s best-known rock star, Johnny Hallyday, recently incurred both sympathy and ire when he announced he was moving to Switzerland to avoid punishing French taxes.

Wealthy politicians have caused few stirs elsewhere in Europe.

In Sweden, Foreign Minister Carl Bildt was criticized for owning significant stock in oil companies out of fears it would cause a conflict of interest. Bildt, an open champion of the free market, made no secret of the stock and recently sold most of it.

Italian Foreign Minister Massimo D’Alema’s tailor-made shoes worth hundreds of dollars and his expensive boat raised some eyebrows in leftist circles.

In Norway, it’s not much of an issue. All residents’ income, taxes paid, and net worth are a matter of public record, and published by the central tax office annually on the Internet.

Fixer-Uppers Too Taxing?

VAT is known as TVA in France, and has a standard rate of 19.6%

Currently, although it is under constant review, most renovation work, building work and material purchases (as part of a renovation through a registered builder) are subject to VAT at only 5.5% This makes a significant difference to the total cost of work.

The reduced TVA rate came about for a couple of reasons – both to defend jobs in the building profession in France, and to reduce the number of people working on the black economy. There is now a lot of resistance in France among the building profession to the suggestion that this special low VAT rate be cancelled.

The primary restriction is that the reduced rate only applies to work that is performed by a registered tradesperson. If you buy the materials and do the work yourself you will pay 19.6% VAT.

This can sometimes give rise to the situation where it is actually cheaper to pay someone to do the work than to do it yourself. As an example: windows for your house may cost 3,000 euros excluding VAT. So you will pay almost 3,600 euros including tax at 19.6% to buy them yourself. But if you pay the same supplier to install them as well, you might pay 3,220 euros (VAT at 5.5%) for the windows and 350 euros for the installation. Hence you will have saved 20 euros (and a week of work) by getting them installed for you. If materials and supplies represents a large proportion of the total costof the project this is worth checking. Doors,

s, shutters and certain forms of insulation particularly are expensive in relation to the cost 0f fitting.

The main cases where the reduced rate of VAT DOES NOT apply are:

* new buildings
* extensions (aggrandisements) to an existing property
* ‘luxury’ additions, such as a swimming pool

Contrary to what you might be told the reduced TVA rate DOES usually apply to the renovation of an existing building, even if it has not previously been inhabited, or to the conversion of a farm building that has never been inhabited. A building does not need to be a principal residence for the reduced rate to apply. If your project is unusual in some respect I advise you to speak to the tax office about your specific circumstances, and seek official verification that the lower rate should apply.

The following is a call to action in favor of a national awakening regarding the serious problems of climate change in a non-confrontational way.

On the 1st of February 2007, throughout France, take part in a large mobilization of citizens against Climate Change organized by Alliance for the Planet, a nation group of environmental associations.

This is a simple call to all citizens to spare just 5 minutes to help save our planet. To participate, simply turn off your lights for 5 minutes on February 1, 2007 between 7:55 p.m. and 8 p.m. This is not a question of saving 5 minutes of electricity, but to draw the attention of other citizens, the media and decision makers to just how much energy is being wasted, and the urgency to pass on the initiative.

Five minutes is not a long time, it doesn’t cost anything, and it will show the Presidential candidates that climate change is a subject that must rank high in the political debate.

Why on February 1?

On this day the new report from United Nations group of climatic experts will be sent from Paris.

This event will take place throughout France. One should not miss this opportunity to direct the attention of decision makers towards the urgency of the drastically changing world climate. If a significant number take part in this initiative, this act will have a real media and political effect, less than three months before the presidential election!
