The sun has shown and skies have been blue all week long. Spring is in the air and so is the urge to have a new Paris pied-à-terre. We’ve had an interesting week looking at properties — one in particular that I fell in love with, but of course can’t afford to buy for myself! Maybe you can, so have a look…

Light and Bright in the 10th

Although I visit an awful lot of Paris apartments, it isn’t often I see an apartment I’d consider trading my own for, even at any size or any location…perhaps because there are certain attributes about my own apartment I’ve come to love, particularly the amount of sky I see and bright light that pours into the windows all year long during any season and almost any weather. The views of the old Marais "maisons" and "hôtels particuliers" across the street, while so close the feel as if I could reach out and touch them, are particularly pretty if not elegant.
When the old layers of car
peting came up, I discovered oak parquet floors that reek with character and the wavy lines in the glass panes of the French doors and windows tell of centuries of reflection.
It’s not a very large apartment, but the configuration is near perfect with a bedroom on each side of a spacious living room/dining room/office, an adequate foyer and small, but workable kitchen. After having lived in homes as large as 4,000 square feet, 5 bedrooms with 3.5 bathrooms, enormous kitchens, laundry rooms and massive amounts of storage, this 70 square meter apartment in Le Marais is as much as I’d ever really need or likely want.
Then I saw this one. We had found it for clients who are seeking a large apartment that will satisfy two couples and their kids, but they turned it down for personal reasons. It won’t stay on the market long is my feeling.
It’s 135 square meters with 3 bedrooms, a living room, dining room, entry, foyer, kitchen, bath, and toilet appointed with parquet flooring, molding, fireplaces and windows in every room facing both the street and two courtyards. Situated on a quiet street near a more active corner where there is a Métro station, and not far from Place de la République, gives it immediate access to everything without being on the "parade route" and therefore quite calm. One long hall is floor to ceiling windows overlooking a quiet courtyard. The halls have arched doorways. The rooms are joined by double French doors, some with glass panes and others with mirrored panes. The rooms are spacious and easily fitted for more storage, either built in or free standing closets or armoires. The kitchen was renovated less than 10 years ago and so is relatively modern and every inch is impeccable…move-in, ready to go. The only thing I’d do to it is add a toilet in the bathroom, where the plumbing already exists — a minor expense to make it perfect.
A short walk takes you to the Canal Saint Martin. The gares de l’Est and du Nord are walking distance. Place de la République is a stone’s throw and just the other side of the place is Le Marais. The Métro is just outside the door and this part of the 10th arrondissement is getting chicer and more expensive every day.
The price is not negotiable, but at 900,000 euros, the per meter price of 6,667 euros is unheard of for a property such as this.

Conference Call Saved Just in the Nick of Time

It wasn’t until 7:15 p.m. Sunday evening Paris time when search consultants Mary Ellen Gallagher, Elizabeth Hochman and I realized that there was no one phoning in and there must be something very wrong! Luckily, we realized that we had phoned in the wrong code and so while all you eager participants were waiting for moderators, we were busy scrambling to get on board.
When we connected correctly, we found nice healthy group of you patiently waiting to learn the 7 Steps to Your Own Pied-à-Terre. We worked our way down the list with brief commentary before opening up the floor to questions.
We will be addressing the 7 questions in person here in Paris next Thursday evening and in the next issue of French Property Insider. Until then, for all of you who qualify but might have missed the call, and cannot attend the group consultation, I will be happy to have a one-on-one brief conversation to make up for it. Buyer Beware: Inspect Before You Buy

Until the "walk-through" just hours before the signing of the "Acte de Vente," the buying process had gone smooth and easy. The perfect apartment had been found within only a couple of days of beginning the search, the negotiations on price went easily and satisfactorily, the loan was readily obtainable and all in all, with the exception of a few small snags along the way, our clients had not experienced too many hurdles.
The apartment was large and elegant in a 1930′s art deco building overlooking the Seine in the 16th. They furnished it luxuriously, enjoy their time in Paris with such spectacular views and renting it to some lucky devils when they’re not there.
e="2" face="Verdana">Hours before the final closing, we scheduled a "walk-through" to insure all was in order. The original owners, Americans, had recently moved out their belongings making it ready for them to move in the day after the closing. A housekeeper was scheduled to do a thorough cleaning, their moving company was set to deliver their things and even a decorator was planning to meet them to discuss how to furnish the apartment as quickly as possible.
Everyone was surprised by what they found when they entered the apartment. The electricity was shut down. The electric blinds were broken — so broken that when they tried to raise one, it fell and luckily caught on a ledge just before smashing four stories below. The electric toilet had been used and broken (leaving pungent odors!). The carpeting was dirty, plus a chandelier and mirror were both missing. As the real estate agent said, "It was disgusting."
More than three hours were spent dealing with a reasonable and agreeable outcome by phone between the sellers in the U.S., the two officiating notaires and our clients. Each notaire was protecting her own clients, of course. The agent was agreeable to just about anything, as long as the sale closed. The buyer and seller were having a minor tug of war.
Because our clients had already pre-arranged for the cleaning and the move, relieving them from the expense of a hotel, a delay in the closing was not a reasonable solution, unless the seller was willing to cover the expense of the delay. The final outcome was an agreed upon sum of money to be held in escrow until all work was completed, with a deadline of the day before the buyer would be leaving Paris (about three weeks from the closing) and penalties on both sides should one party not fulfill his duties.
The moral to the story is that before you sign on the dotted lines and take full responsibility for the property, make one last inspection to insure that you’re getting what you bargained for.

Urban Surrealism Daliesque for Bleeker

Since January, the future headquarters of Le Groupe Foncier Bleeker at 39 avenue George V, takes all eyes on its renovation. Draped in a tarpaulin painted psychedelically with a Salvador Dali inspired building facade to hide the renovation work, the trompe l’oeil design might have you checking your glasses.
Athem, a specialist in large format urban communications, who is also responsible for the enormous suitcases on the Louis Vuitton building when it was under renovation, created an immense toile of more than 2,500 m2. The creation is by plastics artist Pierre Delavie — a replica of the building except with malformed windows and walls, which took more than 40 workers and more than 370 hours to paint, 300 hours to fabricate, and 70 hours to install and light. The building is scheduled for completion at the end of 2007.
