An Aristocratic Auction at Ansouis

What’s the least expensive way to set up an apartment or house in France to communicate by phone to friends, family and business associates living in the U.S. or elsewhere?

For less than 30€ per month, anyone with a ph
one line (France Telecom) can
subsequently subscribe to a service (other than France Telecom) that provides high speed Internet, satellite TV and a VoIP phone.
“A Voice Over IP (VoIP) phone is an entity used to make telephone calls over the Internet, or to leverage network wiring within an office for carrying phone conversations to a PBX. VoIP phones use one of several competing communication standards to send their calls through a network. VoIP is a way of taking the current method of talking (Analog Audio Signals) and adapting them to become Digital Data that can be transmitted over the IP-based networks such as private LANs or the Internet.” ( http://www.wikipedia.org )
In simple terms, the phone uses the Broadband Internet line to make a connection in place of a standard phone line.
Calls to certain destinations made using a VoIP phone can be totally free of charge, but included in one set monthly fee, and with one French provider, calls to 70 different countries are free of charge (http://www.free.fr).
Once you’re set up in France, you will want to investigate the various providers, all they have to offer and the level of service they provide. The top providers to consider are:

The advantages are many, including a U.S. phone number for your friends, relatives and business associates to call in place of a more expensive call to a French number. Calls that come in unanswered automatically roll over to a messaging system that sends a .wav file to your email in box…so even while you’re away, or don’t have a phone connected to it, you won’t lose your messages. A Vintage Prospect

The fate of this ancient château in Provence will be decided at auction
Estate agents often puff up their offerings with phrases such as “period home” and “original features.” Few brochures are able to state “Built in 960” and “Has been in the hands of the same family since 1178.” Château d’Ansouis is able to make both these claims. This is a property older than the Tower of London.
The château is in the centre of the village of Ansouis in the Luberon in Haute Provence, one of those regions now so firmly on the international radar screen that you can’t nip down to the village market without bumping into a football/fashionista/film star/pop celebrity. Château d’Ansouis is perched on a rocky outcrop and has views over a protected valley…

Barb Westfield is an FPI reader, conference attendee, client and friend who owns and lets as a vacation rental a beautiful house in the Luberon are of Provence, about a 25-minute drive from Aix en Provence, in the town of Ansouis. It’s a three-story village house with five bedrooms, five bathrooms, enough to accommodate ten! The home was once featured in the magazine “Maison et Decos” and is considered an historical monument as after the French revolution, Ansouis remained ‘loyal’ to the royals and this home was the local meeting place and headquarters for those in favor of the new République.
Ansouis is officially classified as One of the Most Beautiful Villages in France. No wonder that the film “A Good Year,” from earlier this year, based on a novel by Peter Mayle where a British investment broker inherits his uncle’s château and vineyard in Provence, is set in the area of Ansouis. Many of the scenes were filmed in Ansouis as well as in neighboring villages and many of Barb’s friends and neighbors were in the film as Extras.
Barb promotes the house on the VRBO site (http://www.vrbo.com/30388) and says it “is the perfect haven to de-stress, and immerse yourself in AUTHENTIC French village life.”
Just this past Monday, the Château d’Ansouis, a property older than the Tower of London, and the center of Ansouis, went up for auction here in Paris. Forced to auction by French inheritance laws and certain “disagreements” between the heirs (three brothers and a sister) who have not been unable to come to a quiet family arrangement about who gets what, the château could end up in the hands of who knows what…hoteliers, Russian oligarch, sheikh, or London hedge fund manager?
Barb reported that “The whole village is upset, and unless the Mayor (Geraud de Sabran-Pontèves) can pull it off — he is the one sibling living there with his royal brood — it looks like the sibling rivalry will end up with the château going to a hotel company or foreign investor!”
In an email today from Geneviève Hily-Mane, a resident of the village in a home next to the Ancienne Mairie, she reported on Monday that…”The auction took place this afternoon. There was nobody I knew from Ansouis — only lawyers and old business men. The castle was sold 4,700,000€; Count Jean of Sabran-Ansouis’ house sold for 525,000€; the farm where Raymond Premier de Sabran avec Gersande (last countess of Forcalquier) lived, 700,000€; and the house where Alain Chanaud and his son lived, Place St Elzear, 185,000€. It went all very quickly and silently. The owners have now a few days to outbid.”
The starting bid was 1,144,700€ for this historic monument classified in 1948. The auction took place over the course of two hours, using the traditional candle system, at the Tribunal de Grande Instance de Paris. The buyer will not be disclosed for another few days and the village residents worry that the new owner will never have the same soul of the long-standing aristocratic French family that occupied it for 1000 years.
Within the next four months, the passing of the title deed will be complete and the Mayor of Ansouis will be obliged to leave his home of such a long heritage, where his parents are buried. The Sabran family, however, will have the right to repurchase the le mas de la Pousterle (farmhouse of Pousterle) for an amount of 700,000€.

Money Talk: French Tax Reforms

Hundreds of thousands of Britons who own property in France will benefit from French inheritance tax (IHT) reforms introduced this summer. President Nicolas Sarkozy has shaken up the system so that only the wealthiest households will face IHT bills.
The changes will help not only French citizens, but also Britons who have bought holiday homes in France or moved to the other side of the Channel.
Any property in France is taxed there under its rules, even if the owner lives and dies overseas. Marjorie Mansfield from independent financial adviser Siddalls, which specializes in advising people who move overseas, says: “If you are resident in France – that is, you spend more time there than elsewhere, or have your main residence there – then your worldwide estate will be subject to French IHT.
“If you just have a holiday home, the French IHT system will only consider your property in France.”..

France to Boom While Others Flop?

The last few days have seen plenty of gloomy headlines about the UK property market, with predictions of crashes, rising repossessions and falling mortgage lending. In contrast, it has been argued, the prospects seem particularly healthy for France.
Such an argument has been taken up by VEF, which reports that our nearest continental neighbor is enjoying a rise in prices and popularity just as the UK slumps. It notes that the story it has picked up in the UK press – from the Times – admits that things may not be so bad in the UK and strongly suggests the press is trying to “sensationalize” the idea of a crash.
Even so, VEF notes, the prospects for France do look good and foreign property investment is growing. It quotes the Financial Times saying that the British, Dutch and Germans have been buying up French holiday homes at a “remarkable rate,” with an estimated total of 500,000 Britons owning properties in the country.
The website adds that in the light of predictions for a decline in UK prices (however reliable or otherwise these may be), the prospect of a further increase in demand for French property “does not seem unreasonable.”
Yet one does not need to forward arguments that UK property is in decline to suggest French property will remain popular with UK buyers, given that it has been second only to Spain in the last few years as a UK property investment hotspot, all while our own domestic market has boomed.
Even so, states homesworldwide.co.uk, another recent Financial Times revelation – that worldwide prices had fallen but in France they had risen – does suggest that the country offers a sounder investment than some locations. Part of that may be down to some new markets turning out to be less profitable or sustainable than suspected, but there are some excellent examples listed by the Financial Times in the report the site mentioned, such as Chamonix in the Alps where capital appreciation, according to Blevin Franks, ranged from five to ten per cent over the last ten years.
But there are other factors boosting France too. While Ferries and the Channel Tunnel offer two options for travel from Britain particularly between southern England and northern France, the number of low-cost flights are also increasing, raising the prospect of increased tourism and thus buy-to-let opportunities in certain areas. Homes Worldwide reported this month that Ryanair’s Bristol base has added Beziers, Pau and Bergerac to its destination list. With factors such as this to boost the market, France won’t need Britain or anywhere else to slump in order to go on thriving.
