This evening kicks off the annual Bastille Day festivities with the Bals des Pompiers at the various “casernes” around town and throughout France. As the sun goes down, and the beer gets drunk, the firemen will make their rounds on the dance floor to kiss the girls and party till dawn.
Tomorrow we can take in the parade along the Champs-Elysées and the fireworks at the Eiffel Tower. I get chills just thinking about the beauty of the fireworks showing with La Grande Dame in silhouette…an event not to be missed.
In today’s issue, however, we take your attention to the 5th arrondissement where education in Europe began during the 11th and 12th centuries. The Quartier Latin (Latin Quarter) is an area in the 5th near the Sorbonne University. The name derives from the Latin language, which was widely spoken in the Middle Ages in and around the University.
The 5th arrondissement still houses various higher education establishments, such as the École Normale Supérieure, the École des Mines and the Jussieu university campus. Other establishments such as the École Polytechnique have now relocated to more spacious settings.
Living in the 5th can be a marvelously rejuvenating experience, surrounded by well-educated youth and academicians who enjoy living close to their campuses. It is filled with restaurants, cafés and nightlife as well as bookstores and cultural sites. The downside is, as in any desirable location, the expense. We also give you an update on the renovation at “Le Provençal” and a tale from two Texans in Paris. Both Forbes.com and GE MoneyBank give us a look at the future of lending while I’m thinking more about the beach as I wind down to start my summer vacation next week with a few days on the Italian Versilia Coast (don’t forget that there will be no FPI issue on July 27th).

This summer season takes us apartment hunting to the 5th arrondissement. As Thirza Vallois remarks (in her account of the 5th district below), “Available apartments, however, are few and far between. And they are not inexpensive.”
A hunt over the past two weeks has turned up very little for Pennsylvania clients seeking two to three rooms for about 350,000€. Not only are apartmen
ts in the 5th priced high — betw
een 8,000€ and 9,500€ per square meter — but are very scarce, particularly with good floor plans.
Another one of our clients got very lucky (and we’d all rather be lucky than smart) and encountered the owner of a rental apartment they had come to know well after repeated visits there, suddenly wanting to sell. The apartment is situated on a quiet cobblestoned street just facing the well-known restaurant Le Coupe Chou, at the top of the hill just north of Le Panthéon in a very old building with exposed beams and a beautiful courtyard. This quiet, newly decorated and refurbished one-bedroom apartment is situated on the Left Bank in the heart of the historic Latin Quarter. Located between the majestic domed Panthéon where you can visit the tombs of many great writers of France, and the Boulevard Saint-Germain, the apartment is an easy walk to Nôtre Dame, the Sorbonne, Ile Saint-Louis and the Luxembourg Gardens.
The surrounding area is lively and is known for its restaurants. The nearby outdoor market at Place Maubert, held three times a week, is particularly colorful with mounds of fruit and vegetables and dazzling arrays of fresh flowers. There are several fine food, wine shops, “traiteurs” (delicious take-out food shops) and a “fromagerie” (specialist cheese shop) on Place Maubert.
The second floor apartment is in impeccable condition and is located in a newly restored 16th-century building which has a beamed entry hall, a beautiful cobblestone courtyard planted with boxwood and an antique staircase constructed of stone and centuries old wooden beams. The building is located on a quiet cobblestone street which is graced by antique lanterns and old buildings enhanced by ivy, geraniums and other plantings. During the recent excavation of the building’s courtyard the remains of ancient Roman baths were discovered.
The apartment includes an entry hall, a living room with exposed 16th-century beams, a small bedroom, a kitchen and a bathroom. Two sets of windows in the living room open onto the quiet side street. This colorful room has country French terra cotta tiled floors, a very comfortable sofa bed for two people, Louis XVI style armchairs and a dining table and chairs. The bedroom has a queen-size bed and looks down upon the greenery of the quiet inner courtyard.
The small but handsome new kitchen boasts an exposed 16th-century stone wall and is equipped with dark green cabinets with beechwood counter tops, a refrigerator/freezer, a four-burner electric range, a small oven and dishwasher, a washer, a microwave and a stainless steel sink. The new bathroom has a wash basin, a glass-enclosed shower, a toilet and a large heated towel rail. There is a color television/VCR which receives most European stations and CNN, a radio cassette/CD player and telephone with voice mail. The wall mounted electric heating system is individually controlled and all windows are double glazed. All linens, towels, dinnerware, and pots and pans are provided. Maid service is available upon request.
The relaxing ambiance of the apartment provides a wonderful base from which to explore the treasures of Paris.
The built-in rental clientele also makes the purchase of this apartment, complete with all furnishings, a dream come true. Don’t we all wish were so lucky?
The 5th Arrondissement

This is where the Latin Quarter is located, the home of the University of Paris and the Sorbonne, the university’s most famous college. Latin was the only language taught and tolerated prior to the 16th century, hence the Latin Quarter, or ‘land’ as it was then referred to. Despite the ‘événements’ of 1968 which scarred the arrondissement to a certain extent, despite the fact that most of the bookshops on the Boulevard St Michel have been replaced by junk-clothes shops, the 5th arrondissement has maintained its appeal and its side streets are still wonderful. It is very popular with professors, professionals and politicians with an intellectual bend. It is discreet, understated and secure in its Left Bank self-confidence. When it has money, it is quite old. Among its celebrated recent or present residents let me mention President Mitterrand on rue de Bièvre, Laurent Fabius on place du Panthéon. I love the 5th. I lived there for many years and never ventured far away from it. It also boasts one of the city’s loveliest gardens, le Jardin des Plantes with their wonderful ‘Alpine’ bit (closed at weekends). It is certainly top of my list, with its great street markets. Available apartments, however, are few and far between. And they are not inexpensive.

Thank goodness I live only a few steps from “the baby” as I call it (a.k.a. Le Provençal) — the studio apartment I purchased recently for investment to turn into a vacation rental. The “loi Carrez” (official legal meas
a mere 16.5 square meters (178 square feet), but three large windows the length of the apartment overlooking the courtyard, with views of the neighboring windows and bright skies, the sun pouring in thanks to its southeast orientation, make it feel almost as large as the city itself. (Forgive me — I exaggerate a bit to make the point.)
The reason to be thankful is that a visit to the “construction site” is necessary every single day and every few days, it is imperative to make a trip to the “sous sol” (basement) of the BHV (Bazar de l’Hôtel de Ville, http://www.bhv.fr/) or scour the long aisles at Leroy Merlin (http://www.leroymerlin.com).
For those of you who have made a home in Paris, you are sure to have come to know both these stores like the backs of your hands at one time or another. And to those of you who haven’t yet made a home in Paris, you will. They are both within easy walking distance of one another in Le Marais and are as fundamental to life in Paris as your neighborhood “boulangerie” (bakery).
Yesterday with my “entrepreneur” (contractor), Tony, a man about my same age who moved here 16 years ago from Rumania, we moved quickly from floor to floor of the BHV gathering up the things we needed about which decisions were required. Jokingly we remarked that “if the BHV didn’t have it, it didn’t exist.” If you’ve never visited the basement of this imposing department store, then put it high on your list — it ranks way up there with a visit to Le Louvre — with maybe even more to see!
In the plumbing department, there was an overwhelming number of rainfall showerheads from which to choose, but one on “promotion” (on discounted sale) that would work perfectly. In the electrical section we purchased a new “tableau électrique” (electric control panel) without fuses. Where shower curtain rods were displayed at the back of the window coverings department on another level, we found the perfect round bar to fit the new mosaic free-form shower stall. On the same floor is a large area devoted to handles and knobs where there are literally hundreds on display. There we found the perfect black wrought iron door handles and window knobs with the spiral design I’ve chosen as a decorative motif. Around the corner on rue du Temple, the BHV offers a glass-cutting and ceramic tile shop where we had four mirrors cut to place on both the inside and outside of the bathroom door.
Renovation in Paris (or just about anywhere) can be a time consuming and ardent project. In the city, it’s not as simple as loading the goods into your car like you would at a Home Depot parking lot. Instead, we hauled a dolly down the streets of Le Marais, loaded it up and strapped it all in tight, only to walk back down the cobblestones to then haul it up the three flights of stairs and into the dusty and crowded renovation site.
It is very fortunate that I have such great and trustworthy workers who I have known for years and within whom I can feel confident to make every detail count. Tony has renovated every room in my personal apartment over a period of time and many others on my recommendation to clients and friends. His French is about on the same level as mine, so between us we manage to communicate effectively!
With this project, I also employed a specialist in mosaic tile (“mosaiiste”), Véronique Husson, the mother of one of my daughter’s childhood friends, to turn the compact kitchen and bath into works of art…and that she has done! She happily agreed to top it all off with a café table to match. I bought the “pied” (table base), Tony cut the round top, and Véronique set the tiles…a team effort with fabulous results.
I can now see the light at the end of the tunnel while the bank account dwindles and I spend twice as much over double the time originally estimated (you may recall a previous lamentation: “Travaux” Twice the Time, Twice the Price,” Monday, June 5, 2006 at https://adrianleeds.com/wp-content/uploads/newsletters/parlerparis/issues/pparis5-6-06.html)…but “tant pis” (too bad)…it’s certain to be the “petit bijou” that will steal away the hearts of those who hang their hats there.

Life is a Beach

When I’m not basking in the summer sun of pretty Paris, you will find me baking on a beach. There is simply nothing more relaxing than feeling the warmth on my face, hearing the gentle surf in the background and catching a cooling breeze.
France has water on more or less three sides: the Atlantic, the English Channel and the Mediterranean, not to forget the island of Corsica. There are beaches to suit even the most discerning lizard, including naturists and serious surfers.
Go to the Côte d’Azur to show off your tan and your Ferrari (if you have one), Brittany for family gatherings on spacious beaches and Corsica for stunning nature.
Most of the beaches are well-developed with plenty of amenities and few hazards, though northwest beaches tend to have colder, rougher, less clear water than the Mediterranean strands of sand. Corsican beaches tend to be small, but particularly pretty.
Here are some of the best:
Corsica, a large island of 8720 square kilometers (3367 square miles) has not only some of France’s finest sandy beaches but also an astonishingly diverse, unspoilt and picturesque landscape with a mild climate which is great for outdoor sports. Much of Corsica is pine-packed mountains, so climbers, hikers, paragliders and even skiiers are happy here along side the “beach bums.”
**Calvi: The best overall beach resort of the island, with warm, shallow water and an historic citadel.
***Plage de Loto and Plage de Saleccia, (The Désert des Agriates, the north coast): two of the island’s most unspoilt beaches, with soft white sand and clear tropical water. The drawback is a lack of facilities and tricky access.
***Plage de Palombaggia and Plage de Santa Giulia, (the southeast coast): near Porto-Vecchio, another set of the splendid bays with turquoise water and fine sand backed by pine trees.
***Nice and Cannes are the worn out clichés of the French Riviera – between Cannes and Italian Border. Nice’s beach is pebble and you have to pay to get on to Cannes’ main beach. Expect the Ferraris to be jammed bumper to bumper. Anthony Peregrine in the Sunday Times says Cannes is a “tawdry patch of urban blight messing up a nice coast.” However, the area is good for eating, partying and people watching. Some fine museums, too. And there’s the Carnival every spring…
***St Tropez, big money, big crowds, yet glamorous, so people just love it. It has the in-vogue Nikki Beach where you have to pay, of course, or even book in advance, and a plenty of fabulous cafés and restaurants, as well as the outstanding Musée de l’Annonciade.
*Cap d’Agde near Montpellier is naturist-friendly…and not just in terms of nudist beaches but the entire city – from restaurants to banks – goes for the natural look.
**La Rochelle, a charming port town on the Atlantic coast is one of the most handsome seaside resorts in France. The area has miles of safe sandy beaches especially on nearby islands. And with shallow water they are great for young families.
*La Baules, an 8-mile crescent beach on the Atlantic coast at Brittany is the longest sand stretch in Europe. Nowhere near as elegant as the Côte d’Azur, but its good value facilities are ideal for families.
*Dune du Pilat, the largest sun-dune in Europe, is more than 100m (350ft) high. It’s on the Côte d’Argent, 12 kilometers south of Arcachon, which is a popular resort with fine beaches.
*La Sauzair, at Bretignolles-sur-Mer on the Vendée coast is the best for surf, while the resort of Bretignolles has wide sandy beaches and rocky coves.
* Belle-île-en, an island off the Atlantic coast near Brittany, has fine sandy bays and charming coves.

Light leaseback is where you have as much use of your property as you like (maximum of 6 months per year), and you give between 4 and 10 weeks to the rental management company to rent out to holidaymakers in return for a guaranteed yield for this period only. You can, of course, give more weeks and you will receive a rental income for any weeks that your apartment is actually rented out for (i.e. only the 4 or 10 weeks are guaranteed).
