Healthcare Access in France: How Do Paris and the Côte d’Azur Compare?

If you’re considering a move to France—or if you’re already here—you’ve probably wondered about access to healthcare. France boasts of one of the world’s top healthcare systems, consistently ranking high for quality and affordability. The country offers a mix of public and private healthcare, with state-of-the-art hospitals, highly trained specialists, and a social security system that reimburses much of your medical expenses.

However, as with real estate, healthcare access varies widely depending on where you live. Recent data from the Direction de la Recherche, des Études, de l’Évaluation et des Statistiques (DREES), along with an interactive healthcare map from France Télévisions, highlight growing disparities in medical accessibility across France. Some areas, mainly rural and coastal regions, are experiencing a decline in general practitioners (GPs) and nurses. In contrast, others—mostly in urban centers—continue to attract new medical professionals. These variations can make all the difference when securing a last-minute GP appointment or seeing a specialist without waiting months.

This is one of the biggest reasons we recommend retirees consider more urban areas of France to ensure easy access to healthcare. But what about two of the most sought-after regions for expats and second-home buyers—Paris and the Côte d’Azur? While both offer an exceptional quality of life, their healthcare landscapes are surprisingly different.

PARIS: MEDICAL EXCELLENCE…WITH A CATCH

Paris is home to some of the best medical specialists in France. Its network of hospitals, clinics, and private practices attracts top-tier doctors worldwide. Whether you need a cardiologist in Saint-Germain-des-Prés, a physiotherapist in the Marais, or a dermatologist in the 16th, you’ll find world-class expertise at your doorstep. However, like everything in Paris, securing an appointment can take strategic maneuvering.

Despite the city’s high concentration of general practitioners, accessibility has declined by 1.4% over the past year. The drop in available GPs, coupled with a growing population and reduced working hours for some practitioners, has made it harder to book a routine visit—especially in the outer arrondissements like the 19th, 20th, and 13th. Meanwhile, central districts such as the 6th, 7th, and 16th remain well-served, making location a key factor in how quickly you can see a doctor.

The good news is that the very efficient Métro system can quickly and easily whisk you to the other side of the city, if that’s what it takes. For some crazy reason, most of my medical professionals have offices in the 17th arrondissement, the other side of town from my Marais home, but getting there is just a matter of a little time.

Dental care is generally excellent in Paris, with many highly qualified professionals available. However, many dentists do not accept reimbursement from the French social security system (Sécurité Sociale). You may need private insurance (“mutuelle”) or be prepared to pay out of pocket for services. My mutuelle offers 100% coverage with no deductible (the best policy on the market) and at the age of 72, it costs me a mere 1,900€ a year. I think it’s worth it.

When it comes to specialists like gynecologists, physiotherapists, and ophthalmologists, Paris remains one of the top destinations for high-quality care. However, the challenge lies in securing a timely appointment. Wait times can be lengthy unless you know how to navigate the system or have insider tips about excellent practitioners.

If you use Doctolib.fr to make your appointments, it’s a clue which physicians are in demand, just by looking at their booking schedules. Those that no longer take new patients or are booked for many weeks in the future are clearly in more demand. That doesn’t mean the others aren’t worth consulting, however. Doctolib is a brilliant system for booking appointments that you will, no doubt, seriously appreciate.

NICE: SUNSHINE AND SCARCITY

Ahh, Nice. The Mediterranean lifestyle, the sea breeze, and the slower pace of life make it an undeniable paradise. However, regarding healthcare, the situation is not quite as idyllic. Like much of France, Nice has experienced a decline in general practitioner accessibility, with many doctors retiring and fewer new practitioners arriving to replace them. Depending on the neighborhood, securing an appointment with a GP may require planning or a willingness to travel.

Dentists are also in lower supply than in Paris, often resulting in longer appointment wait times. Many locals opt to visit dentists in nearby cities such as Cannes or Antibes, where the availability of practitioners is slightly better.

Nice has several excellent hospitals and medical facilities for specialists. However, accessibility is more limited than in Paris, especially for maternity care and postnatal support services. While high-quality medical care is available, patients often experience longer wait times for routine specialist appointments.

My own personal experience is not at all what the statistics might be offering. It’s tough to pass a single building in central Nice that doesn’t have a plaque on it for one type of doctor or another. In addition, the laboratories for testing are abundant and easily accessible. In fact, I’ve been moving much of my regular care to Nice for this reason, plus getting to their offices is usually a short walk rather than a Métro ride across town.Map of Nice showing the concentration of surgeons and dentists

THE CÔTE D’AZUR: A MIXED BAG

Beyond Nice, the healthcare landscape shifts depending on where you are along the Riviera. In places like Cannes and Antibes, access to general practitioners and specialists is slightly better than in Nice, with Antibes boasting one of the highest doctor-to-patient ratios in the region. This makes it a desirable option for expats seeking reliable medical care.

Further east, Menton and Monaco offer some of the best healthcare services on the Côte d’Azur. While Menton has fewer local practitioners, many residents cross into Monaco for top-tier medical treatment. Monaco’s hospitals are among the best in Europe, featuring shorter wait times and cutting-edge therapies.

On the western side of the Riviera, Saint-Tropez and the Var region present greater challenges. The farther you are from urban centers, the harder it becomes to access specialized medical care. Many residents travel to Toulon or Nice for crucial medical appointments in these areas.

PARIS OR THE CÔTE D’AZUR? THE HEALTHCARE VERDICT

Suppose you’re planning a move to France. In that case, healthcare access should be part of your decision-making process—especially if you have ongoing medical needs. Paris remains a top choice for those prioritizing access to world-class specialists and high-quality care, even if it means dealing with bureaucracy and the occasional long wait time.

The situation is somewhat more nuanced for those attracted to the sun-soaked Riviera. If excellent medical care is a priority, Antibes and Monaco provide some of the best accessibility on the Côte d’Azur. However, if you’re committed to Saint-Tropez or a rural retreat in the Var, you should be prepared for longer travel times to reach a doctor or specialist.

Either way, being centrally located in Nice gives you access to everything, while living the the adjacent enclaves limits your daily lives, if not your healthcare, so think about the global picture of your health and well-being.

Regardless of where you land, France’s healthcare system remains one of the best in the world—you just need to know where to look!

Note: When you move to France, the first thing you will want to do is find a Généraliste (General Practicianer) who will then refer you to the specialists and be able to convert your prescriptions to French “ordinances.”

    I think the visualizations referenced can be a little deceiving. The temperature maps shown in reference to Nice are of the complete 06 department, from the coast all the way to the lower Alps. The red is the backcountry, carrying a lot of visual weight. The Green is where the coastal cities lie. The situation just reinforces the point that in the countryside, you may have to travel some distance to get an appointment. It also confirms the impression that Adrian had, is that there are many doctor and dentist cabinets in the center. The data visualization unfortunately don’t allow you to actually see the Nice city boundaries separately for some reason. However, if you go to the actual source data: https://data.drees.solidarites-sante.gouv.fr/explore/dataset/530_l-accessibilite-potentielle-localisee-apl/information/
    You can filter down to Nice and all the smaller cities, tows and villages separately. When you do that, you can see much higher numbers of available doctors and specialists available in Nice proper, without being weighted down the by the medical deserts in the arrieres-pays.
