Making Most of the Mounts: Montmartre and Montorgueil

Volume IV, Issue 34

If you were to start off at Eglise Saint-Eustache at the north side of Les Halles and walk north up rue Montorgueil crossing the 2nd arrondissement on what is the oldest shopping street in Paris, you would discover there a neighborhood that is sailing fast and high to become one of Paris’ hippest and most sought-after districts. In today’s FPI, we bring you a true Montorgueil story and a very special property that is not listed by any agency in France that we acquired from a very exclusive source, for you and only you.

Continue northbound on the same street that changes a names a few times and starts to incline higher to become rue Poissonnière, crossing both the 9th and 10th arrondissements as this is their borders. Keep climbing until you reach boulevard de Rochechouart, the southeastern corner of the 18th arrondissement, home to Montmartre where the imposing Sacré Coeur sits at one of Paris’ highest pinnacles and looks down on the city like a queen looking after her subjects. Our story today takes you here, too, to the area known as Château Rouge, home of the African community; Marché Saint-Pierre, home to the textile industry and of course to Abbesses, home to the artists’ communities of years past.
These districts offer properties you can count on for a generous appreciation — 14.6% in the 2nd and 14.9% in the 18th for 1st quarter 2005 to 1st quarter 2006! Montorgueil is an up and coming district for successful rentals. Montmartre has a history of loyal renters for the few properties there on the rental market. We recommend both as great places to live and prosper.

The saga of Le Provençal comes to…not a close, but a beginning. The finishing touches are being put on as I write to install the TV and refresh the paint on the exterior windows. With it ready for business, the first renters arrive next week and it’s already getting booked well throughout the fall and upcoming winter months. I slept there myself this past week to test it out and now I can confirm that the new combination washer/dryer works well (I forgot what fluffy towels were like!) and the rain head in the mosaic tiled shower is absolutely heavenly. The beds are comfy (the best IKEA mattresses) and even the white/colored window shades work perfectly.
I’m more than pleased with my little investment. I’m sure you will be, too, if you are thinking of doing the same.

Credit for All

In partnership with Bearimmo, a branch of the American bank, Bear Sterns, the capital and financial Cafpi Group, launched the program “Credit for All” to address their clients who could not meet traditional borrowing requirements…independent and temporary workers, people with personal problems such as those in the process of divorce, those with health problems and others. The loan, platformed at 500,000 euros, can be underwritten by insurance, but at a higher interest rate. For example, for a loan of 100,000 euros over 15 years, the rate without insurance is 4.36% for a variable compared to 3,9% for a classic fixed rate loan. Because it’s a variable loan, in an less tradtional sense, the monthly payment may also increase each year.

Montorgueil or Bust

John Aiken and Robert Sasser attended the June 2003 Living and Investing in France Conference in Paris. John was a soon-to-retire OBGYN who had delivered more than 10,000 babies in his lifetime with the idea to make France his home. After attending the conference and consulting with us later that year, John wrote me this letter and asked me to share it with you:
Dear FPI Reader,
Robert and I have decided to take the plunge and move to Paris for retirement. There is no way we could have done it without the help of Adrian Leeds and all of the referrals she has put us in touch with. It is not possible to write a cookbook for a move to France; everyone’s situation is different and unique but I would like to share some of the hurdles we have been able to get over.
First, a place to live: We chose our target date of July 1, 2004 for the move. We spent a week in Paris over the New Year holiday and met with several people to get help on our property search. We decided that since we want to live in Paris indefinitely, that we want to get exactly the right place and in order to do that we must be on-site to get to know the districts of Paris and the surrounding areas. We want to get the feel of a neighborhood before committing to live there. We walked all over Paris this past week and took several trips into the countryside by train. We met with apartment rental agents and shared all of our needs with them. They will then identify properties for us to look at when we go back in April.
Second, is getting through the immigration hoops and Jean Taquet was invaluable in that. He helped us fill out the application for the long stay visa and answered our questions about health insurance. And when we get to Paris he will help us with getting our carte de séjour.
Finally, John Howell in London went over several scenarios for property purchase and structuring our finances to minimize French inheritance tax. This is especially important for a gay couple but the French inheritance tax system will put a big dent in anyone’s estate plan.
Lastly, our trip was particularly wonderful because we found that the weather is very tolerable even in the middle of winter…we had a beautiful light snow on New Year’s Day. And the food is incredible.

July 1, 2004 came and went. John hadn’t yet sold his practice enabling him to make the move. He and Robert visited regularly and continued to consult with immigration and tax specialists to prepare for the move. 2006 rolled around and John found a buyer for his practice.
In February of this year, they hired a rental agency to find them an apartment — a very special apartment that could accommodate a grand piano and enough space for a small audience for John’s classical concert performances. An amazing loft was found — on rue Saint-Sauveur in the Montorgueil district with three bedrooms, a large living room, two bathrooms, glass room…and all on the ground level behind big double doors allowing the piano an easy transition in to what was the perfect corner. The signed the lease and planned their move…
Hi Adrian,
Today is the first day after my retirement. I shared my retirement date with Chairman of the Federal Reserve Alan Greenspan, and Supreme Court Justice Sandra Day O’Connor. My official final tally is 10,040 babies delivered and four months short of 35 years since I got my medical diploma. I am very proud of my legacy. And the biggest part of that is totally private, unpublished and unsung. I’m most proud of the subtle effects I’ve had to help make people’s lives just a little bit better…whether it was bonding with their newborn or accepting a devastating loss.
Robert and I are busily going through all of our boxes that were packed 2 1/2 years ago at our Northridge house and doing our final trim for the trans-oceanic move. Everything is arranged, visas in place, apartment lease completed, packing and loading scheduled. We’ve even booked our first trip to the Mediterranean, we’re going to Cap d’Agde in June. Can’t wait to see you.

trict loft since then. They brought with them their entire lives, including a substantial comic book collection (Robert’s) and family heirloom china. The apartment lent itself perfectly to being filled with bookcases and cabinets to house all their precious belongings. The grand piano has a perfect home of its own and is played daily by John, a luxury now that he is officially retired and taking advantage of leisure time.
They both adore the Montorgueil district, particularly to shop for fresh produce along rue Montorgueil, the oldest shopping street in Paris, as John is a class-A cook. I was privileged enough to enjoy his homemade peach pie — the best I’ve ever had, not to mention the most beautiful.
The Montorgueil district is one of the fastest changing and improving areas of the city. It is filled with lofts of this nature thanks to the many ateliers, wholesalers and factories of years past that were originally fitted into Hôtels Particuliers and now are being converted into lofts and large apartments. The redlight district that borders the area on the East is quickly changing as new and different residents move in. Les Halles on the South is scheduled for total renovation. Being centrally located, there is great Métro and RER access and most everything of importance in the city is in walking distance.
Half of the purchasers in this district are now foreign. Most of the streets are pedestrian or becoming pedestrian. Apartments sell quickly and prices are rising just as fast — 14.6% increase was reported by the Chambre de Notaires for 1st quarter 2005 to first quarter 2006. Now is a great time to get in while it’s still simmeringly hot.

Montmartre and “Mashonzha” on My Mind

It’s not often I make it up the hill to what was once a “petit village” outside of the city — Montmartre. But by sheer coincidence (or “synchronicity” as respected psychologist Carl Jung would call it), I landed there several times over the weekend, both in body and spirit.
It is classic to meet a friend at Métro Abbesses, famous for one of the Art Nouveau entrances designed by Hector Guimard at the turn of the century, and so we did, to have lunch at a hill-
top bistrot. T
he “place” there is a key point for Montmartre residents and a pleasant spot to relax under the trees on the park benches watching assorted rendez-vous’s take place.

At this moment, it is totally under reconstruction. The city is “pedestrianizing” much of itself, enlarging sidewalks, adding trees, creating more “espaces verts” and in the process, making it almost impossible for traffic to circulate. If I had to depend on a car for my mode of transportation, I wouldn’t be so pleased, but as a pedestrian and supporter of public transportation, they can lay those pretty stones in their scalloped patterns just anywhere they like, as far as I’m concerned! Of course, this is the intention of our city planners — to create such a hell for drivers that they will park their cars forever, stop polluting the environment and making less noise, not to mention providing a better quality of life for all.
Wherever these improvements have taken place, property values have increased. The 18th arrondissement has been on an upward climb for a while now with property appreciation about 15% per year. The “quartier” with the most to gain is “Château Rouge,” the heart of the African community.
I found myself there on Sunday with another friend at the market on rue Dejean to take a stroll to discover African delicacies and have lunch at a Senegalese restaurant. You will see there all sorts of vegetables, roots, herbs and nuts you’ve never seen before. Along rue des Poissonniers, African women sit in front of their burlap bags filled with deep purple eggplants and bags and “Mashonzha” — worms that are similar to caterpillars in appearance. Along rue Myrha, the prostitutes hang-out in front of their doors waiting for a John or two while the pimps have lunch in the local restaurants. “Le Nioumré” is one of them — an inexpensive voyage into the Flavors of Senegal — “Tiébou Diène” (National dish of Senegal of fish and vegetables in a spicy red sauce over rice), “Yassa” (chicken or fish marinated in lemon juice with onions, then braised and served over rice) and “Accra” (Caribbean codfish fritters).
Boulevard Barbès is under massive reconstruction to create what the city calls “un espace civilisé.” The sidewalks are being enlarged from five to eight meters, a 1.6 kilometer-long bicycle lane and bus/taxi lanes are being added, traffic for cars is being reduced to one lane, 7 parking spots for two-wheelers have been added on adjacent streets while 33 special delivery zones are planned. To augment the 150 trees that are already there, 75 more will be planted and 110 lampposts are being added to light the area well.
The idea is to provide a safe an pleasant environment for pedestrians, bikers and skaters while reducing the speed of the traffic, improving the air quality, increasing commercial opportunities and raising the quality of life for all. It should all be complete by the end of the year, or so they predict.
The 18th arrondissement encompasses much more than the part we think of as “Montmartre” with its imposing Sacré Coeur as the undeniable landmark. The areas of the district you might not have ventured to before will soon be particularly inviting.

French Property Tipped as Profitable Area for Investors

French property has been described as a potentially favorable area for investment, with certain regions emerging as surprise hotspots.
According to property specialists Assetz, the conditions for overseas property investors are currently positive in France, with the country seeing its largest degree of growth since 2000 in the second quarter of this year.
The French economy, the second largest in the euro-zone, saw a GDP increase of 1.2 per cent between April and June this year, compared to 1.1 per cent in the first quarter of 2006.
In terms of particular areas of the French property market, Alex Charles of Creme de Languedoc told Assetz that the region of Languedoc-Roussillon has seen its prices rise ten per cent a month in some areas.
Furthermore, a survey by Abbey National has found that this territory is currently the most popular area among UK overseas property investors, with the majority of buyers willing to invest between £50,000 and £150,000.

The King’s Drawings

Two shorter-focus exhibitions featuring drawings and decorative items from the royal collections will complement Kings as Collectors with consecutive presentations throughout the year. On view concurrently with Kings as Collectors through January 28, 2007, The King’s Drawings will bring together approximately 60 works from the Louvre’s extensive holdings to become one of the most significant exhibitions of old master drawings ever presented in the Southeastern United States. More than two thirds of these works have never been exhibited in the United States.

Decorative Arts of the Kings
March 3, 2007-September 2, 2007
This exhibition features decorative arts commissioned for the courts of Kings Louis XIV, Louis XV and Louis XVI. It explores works that convey the royal and princely tastes for the decorative arts during the last 100 years of the Ancien Régime. These works also show the talents and excellence of French artisans in the royal factories. On display: furniture, tapestries, ceramics and silver by manufacturers such as Les Gobelins and Sèvres.

Year 2: The Louvre and the Ancient World
October 2007-September 2008
This presentation examines the Louvre’s collection growth and development during the Napoleonic reign and the Enlightenment, when there was an increased interest in ancient art and archaeology. The central exhibition will feature masterpieces from the founding cultures of Western civilization and will include works from the Louvre’s Egyptian, Near Eastern and Greco-Roman antiquities departments. Year two will also include a focus exhibition presenting the work of Jean-Antoine Houdon, whose portraiture included some of the prominent intellectual and political figures of the time, such as Diderot and Voltaire, as well as our founding fathers, George Washington and Benjamin Franklin. A second focus exhibition will assemble Greco-Roman and Egyptian antiquities that the Empress j2999ephine installed at Malmaison, her residence located on the outskirts of Paris.

October 2008-September 2009
The focus of this presentation is the Louvre of today and tomorrow. Exhibitions under development for this year will explore the impact of the Louvre’s collections on the art world today.
