Room With A View…Of The Eiffel Tower

On Monday, before the musicians of the Fte de la Musique came out to play, half of the participants of the Working and Living in France Conference tagged along with Jocelyn Carnegie to visit a few apartments currently on the market in Paris. Two were on the Ile Saint-Louis: a 17 square-meter studio on the 3rd floor, no elevator, that Jocelyn describes as “cute,” for 145,000 Euros, and a 60 square-meter two-room apartment with parquet de Versailles (square motif) for 470,000 Euros. This per square meter range of 7,800 to 8,500 per meter is within the proper range of properties on the island. Apartments with a view of the river can often command much higher prices. One building on the Ile Saint-Louis with 22 apartments, totally refurbished recently, is selling the units for approximately 9,000 Euros per meter.

And isn’t a room with a view of La Tour Eiffel what we all dream of? These properties command some of the highest prices in Paris. While the 7th can sometimes lack the life of other areas of Paris, such as Saint-Germain-des-Prs or Le Marais, many residents claim it’s the thrill of “la grande dame” at their doorsteps and the wonderful rue Cler street market that keep them attached to the 7th arrondissement. Prices in the 7th are on a par with the 6th and is considered the most elegant part of the city to call home. Meanwhile, Lief Simon led a conference call last night about the French Leaseback program with close to 100 listeners and a few experts at his side — Sam Okoshken, an American attorney and tax expert who speaks at most IL Paris conferences (http://www.okoshken.com), and Gregory Lu, agent for a real estate agency specializing in Leaseback properties. The call lasted almost two hours and once the experts gave an overview of the program, the tax implications and the description of three properties currently on the market, the listeners were invited to raise their questions. The primary questions related to the financing options, tax issues and clarifying who the management companies were to assuage their fears.

HOW TO READ A CLASSIFIED PROPERTY AD

If you’re on your own looking for property, whether in Paris or the provinces,
you will want to understand the terminology and the nuances of the classified ads and agency publicity to fully comprehend what is being advertised. There are hidden codes, as Jocelyn Carnegie described in the recent Working and Living in France Conference, that one should be aware of to “read between the lines” and learn more before taking the time to visit a property.
To begin with, space is measured in square meters. To convert square meters to square feet, multiply by 10.763 (for a quick estimate, multiply by 10 or 11). For example, an 80 meter apartment in Paris is between 800 and 880 square feet, more precisely 861 square feet.
The spaces are divided into “pices,” or rooms. “3 pices” means “3 rooms.” Not all rooms are counted, however — the kitchen, bath, toilet, cellar, laundry, or other auxiliary spaces are not considered. Normally a “studio” is one room. A “2 pices” is comprised of one bedroom and one living room, a “3 pices” is comprised of two bedrooms and one living room and so on. Because spaces are not so distinctly determined for usage, as in an American home, the rooms may be used in different ways and therefore not designated as a “bedroom” or “office” or “den.” Often you will see the term “T3” or “T4” which refers also to the number of rooms. “Bureau” is an office, a term seen only recently.
French homes and apartments are configured very differently than American counterparts. The size of the living room is very important. It is referred to as the “sjour” and sometimes “double sjour” (two rooms opened to make one large living room).
There are many types of homes. A “maison de village” in a house located within a small town or village. A “maison de caractre” is an old house with character or charm. A “villa contemporaire” is a modern house. A “villa en lotissement” is generally very close to the surrounding houses. A “maison a renover” is a house needing renovation. A “ruine” is a house that seriously needs renovation and could be missing a roof, bathrooms and more! A chteau is a castle. A “maison de plain pied” is on only one level. A “maisonette” is a very small house.
“En pierre” is in stone. Usually these homes are more than 100 years old. “Pierre de taille” refers to cut stone buildings, usually built during the Haussmannian era, turn of the 20th-century.
The “jardin” is the garden and often refers to the yard. A vegetable garden is called “potager.”
An “appartement” is an appartment; one unit among many. The styles in Paris differ greatly depending on the year of construction. Haussmannian buildings usually offer parquet and moldings, but the rooms are often broken up and living space can be inconveniently placed.
A “cave” is a cellar. Most Paris apartments will include a small cellar in the same building used for storage. A “cuisinette” is a very small kitchen, a kitchenette. A “loggia” is a mezzanine. “Salle de douche” is a shower rather than a tub. “Bagnoire” is a tub.
An “ascenseur” is an elevator and will be indicated, especially if the apartment is on a high level as many buildings, particularly in Le Marais, don’t have them. If the ad reads “belle vue” and doesn’t indicate an elevator, you can rest assured that it’s many floors up! “Au 4e” refers to the floor, meaning “on the 4th floor” (5th floor U.S.)
“Calme,” “lumineux,” “clair,” and such terms describe the ambience of the space. “Etat neuf” is like in new condition, “bon etat” is good condition.

THE PROPERTY SEARCH MADE EASY

There is no Multiple Listing Service system in France. Each agency operates as an independent business with independent clients and listings. There is no formal agreement among them to share clients or commissions. The Pages Jaunes ( French yellow pages) lists 2443 agencies within Paris alone. The Federation Nationale des Agents Immobilier boasts of 8700 participating agencies in France. Even Century 21, with 750 agencies in France, doesn’t encourage their agencies to work together or share commissions. In some cases, agencies are open to working in association with other agencies, but this is more the exception than the rule.

In effect, each agency represents a small group of properties. Agents are interested in one thing only — selling their listed properties. For you as a client, this means your interest to find the best property at the best price is not in their interest.
Our experience shows that the best way to find property quickly and easily and to make the best purchase is to work with an intermediary property finder who has built relationships with many agencies and understands the terms and hidden “codes.” Usually there are fees for this service, but those fees can often save you both time and money, given the right intermediary.

GETTING TO KNOW YOUR NEIGHBORS IN THE 7TH ARRONDISSEMENT

When IL Publisher, Kathleen Peddicord and her husband and CFO Lief Simon signed the Acte de Vente on their “new” 7th arrondissement apartment last week, they visited the “Hameau de Verneuil” — a festival within the 7th arrondissement between rue de Poitiers and rue du Bac. Each year during the Summer and for the Fte de la Musique (June 21st), the streets become pedestrian for this special occasion. The antique dealers display their most beautiful objects and the merchants stay open late. An orchestra added to the warm ambience of this year’s festival.

Kathie and Lief reported they had expected an informal street party. In fact, the entire street was blocked off by tables with tablecloths and a sit-down four-course meal while the merchants and residents mingled among themselves. It was surprisingly warm and welcoming, especially for their first taste of their new home.

WHAT YOU MIGHT NOT HAVE KNOWN ABOUT THE EIFFEL TOWER

With 2 million visitors the first year and almost 6 million people a year today, the Eiffel Tower is the monument that best symbolizes Europe. At the crossroads of the entire world, more than 200 million visitors have come since its construction. 11% of the visitors come from the United States, 50% from France and 28% from the rest of Europe.
Open 365 days a year, welcoming somewhere close to 6 million visitors, the Eiffel Tower resembles a bustling factory behind the scenes. The monument depends on the national electrical company, EDF, to meet the Tower demands: 7,500,000 kilowatt hours yearly with 580,000 exclusively for the illuminations. Eighteen transformers handle the flow of current and in case of breakdown, 3 electrical groups will automatically take over. More than 100 bulb models are represented in the 10,000 that light up the Tower illuminations. The electricians must regularly change them, a task that involves climbing the structure itself. The entire installation relies on a network of 80 kilometers of electrical cables. Furthermore, 65,000 square meters of drinking water and 705,000 kilowatt hours of cooling and heating are also necessary annually.
Also, not to be overlooked, is the number of entrance tickets sold each year to visitors, especially since the Tower is the monument the most visited in the world. The Tower consumes 2 tons of paper per year in order to issue the necessary annual number of tickets.
Specialized industrial cleaning teams keep the Tower in tip-top condition. In order to complete their task throughout the year, they use 4 tons of paper or rag wipes, 10,000 doses of detergents, 400 liters of metal cleansers and 25,000 garbage bags.
Three elevators are at the service of visitors to go to the second floor and another four assure the ascension from the second floor to the top level. There is also a utility lift and an elevator reserved exclusively for visitors dining at the prestigious Jules Verne Restaurant.
An essential element of the monument, these elevators travel a distance of more than 103,000 kilometers annually, in other words, two and a half times around the earth!
Each compartment as well as the computer and electrical systems coupled to this historic machinery are overseen with great care: overhauled and repaired, parts replaced and joints greased, and close inspection of the 16 kilometers of cables. The elevators are the subject of constant check-ups by the monument’s technicians, who are also on the site very early each day to start up the systems before the visitors arrive. The host and hostesses are the actual elevator operators.
The Tower is under surveillance 24 hours a day. In case of fire, the Tower is equipped with 530 detectors, a network of sprinklers and 200 fire extinguishers of all types. The fire hydrants on the first two floors receive their water from the ground via a column of water, while the top level draws from pressurized reservoirs.
There is a large number of employees filling a variety of positions working with the SNTE, the Tower operating company. There are the host and hostesses, who speak several languages, available to assist the visitors from the four corners of the Earth. Among the technical staff are electricians, mechanics, plumbers, painters, locksmiths, computer engineers, carpenters. The Tower is also home to numerous boutiques with their sellers, a post office, restaurants with their waiters and cooks, security guards, the maintenance team, the administrative employees.

DO YOU KNOW THE WAY TO SAINT-TROPEZ?

From the train station in Saint-Raphael, it’s a 10 minute walk to the port where a “shuttle” boat in 50 minutes takes you to Saint-Tropez. They’re timed with the trains and the Office de Tourisme in Saint-Tropez (http://www.ot-saint-tropez.com, 04.94.19.52.52) pleasantly helps you map out your Riviera vacation.
The cool ride on the water is the first real hint of what is to come here in the land of the beautiful, rich, relaxed and tan. I couldn’t stop humming…”Do you know the way to Saint-Tropez…” (yes, I know it’s really “San j2999…”) with the wind in my face and the sun on my legs.
The home my friends rented just outside the port town is typically Provenal…pink stucco, red tiled roofs, green shutters, terra cotta tiled floors, bougainvillea climbing up the walls, surrounded by palms, lavender, flowers…serene and warm and inviting. From where I sit now in the “salle a manger,”
I
can see the pool out the window, made completely private by virtue of the tall bushes, but with a magnificent view of the port, its elegant yachts on blue Mediterranean waters.
In the tiny town of Saint Tropez, there is no shortage of beautiful jet-setters showing off their expensive cars…we counted 4 silver-blue Ferraris within 30 minutes of being there. At the chic 4-star Hotel Byblos, no car parked in front was less than a Mercedes.
Le Byblos (http://www.byblos.com/), built in the style of a Mediterranean village, is just up the hill from the Place des Lices, Saint Tropez’s main shopping district. The 52 rooms and 45 suites with nightly rates of $300 to $1500, is equipped with the latest facilities, including some rooms with Jacuzzis. The outdoor heated swimming pool has been called “sensuel” by journalists and is busy this time of year. So are its restaurants — Bayader, a jewel for Byblos, an elegant new restaurant by the poolside and its discothque, Les Caves du Roy.
