Today we had the fortunate occasion to sign two Promesses de Vente (promise to buy contracts) on behalf of our readers/clients — a Canadian couple who are buying a pied-à-terre as an investment and future retirement nest and an Englishman who lives half-time in Paris, half-time in London, thanks to the Eurostar.
The sessions were simple, easy and smooth as silk — not always the case. The couple chose a beautifully outfitted studio in the 3rd arrondissement a stone’s throw from the Cirque d’Hiver. With wall-to-wall built-ins including a Murphy bed, new double-paned windows, tasteful decor, overlooking a courtyard, it was just a little dream. We learned about it from a woman currently renting it who came to Parler Paris Après Midi just last month. She had known the owner wanted to sell before it went to an agency, so it may be that we were the first to see it.
These are the kinds of insider tips that make for the best finds. We know it’s true — the good properties go fast and never “hit” the agency windows. I don’t bother looking in their windows…nine times out of ten, the properties advertised there are either already sold or not worth looking at, as when a good property goes on the market, if it’s priced correctly, it gets sold in a heartbeat.
The other apartment was a find via an agent — two charming rooms at the foot of Sacré Coeur with a view of Montmartre streets and the cathedral looming overhead. The buyer looked at lots of apartments, knowing quickly the others didn’t “feel” quite right…and then saw this one and had a “coup de coeur.” (A fitting expression given the location!) I’m sure he will love living in this special corner of the city.
Now that I have the signed documents (very thick ones, I might add!), they will be presented straight away to the lenders to which our clients have applied for mortgages. Closings were set for three months from now to allow for time to process the loan applications and the 10-day “buyer’s remorse” period required by law that the borrower must adhere to before accepting a lender’s offer.
In today’s issue, we take a brief glimpse at life in the south of France — in the Midi-Pyrénées, where the climate is mild and the livin’ is easy. If you’re looking for a place in the sun rather than under an umbrella in Paris, then be sure to explore this rich and varied region of France that offers an inexpensive and casual lifestyle. Q and A with Jean Taquet Does Property Ownership Give You the Right to Citizenship?
As an American (residing in the U.S.) that owns property in France, would I be able to acquire a French passport?
Strictly legally speaking the ownership of property has no bearing at all on any issue related to residency and even more to acquiring French nationality. There is no immigration status coming from real- estate ownership in France, even if the net worth of those assets is very substantial.
On the other hand, and purely at a practical level getting residency in France demands that you prove a domicile in France and then owning real-estate helps this matter quite a lot. Now about the naturalization process, one of the key elements is to prove a stable anchorage in France and only within this context that this ownership will make some difference. That said this ownership is only one of many elements reviewed and regardless of its net worth it cannot alone secure the success of this application. It is the complete review of this applicant’s integration in France that matters.
Jean Taquet is a French jurist and associate member of the Delaware Bar Association, specializes in civil, criminal and commercial law. He frequently gives courses about the legal system in France and regularly speaks at the Living in France Conferences in the U.S. and Paris. French Relax 35-Hour Week
French lawmakers voted to amend the 35-hour workweek law on March 22nd. The 35-hour week, introduced in 1998, will still apply in the public sector and will remain the standard for the private sector. However the amendment will allow private sector workers to put in overtime as well as convert time off into wage increases or pension contributions. A 2003 survey by the rganization for Economic Cooperation and Development found that the French worked less than many other countries with 1,431 hours per year, but the Norwegians and Dutch worked even less. Even German workers, who are usually seen as a model for hard work, only put in 15 hours more per year. Nevertheless, French workers are considered the most productive in the world ahead of Britain, Germany, Japan, and the U.S. Air France-KLM Airline.

San Antonian SANDY ZAYAS is back in town in her 12 square meter Ile Saint-Louis townhouse — the biggest 12 meters you ever saw. She was also taking pictures of us taking pictures of her.
Los Angelino, Master Subtitler and long-time friend, CELIA SZEW, is visiting for just a few days and came to see what it was all about Her film promoter husband, Yossi and son Fernando, is meanwhile doing business in Cannes. ERIN ZALESKI is back in Paris, this time interning at Newsweek, writing articles about Paris and looking for a more permanent job to keep her here.
Parler Paris intern and Torontonian, LYNDA SYDNEY and volunteer Calendar Gal, NANCY SZCZEPANSKI were talking Parler Paris “biz” in the corner. Both are looking for ways of staying her permanently — Nancy filed her URSSAF papers just this week.
Retired Chicago school teacher, JANE STIVARIUS, lives in Paris 6 months a year, 6 months in Miami ever since 1997 and says she intends to live here as long as she can climb the hill from République to Haute Belleville. BARBARA OWENS is a long time regular to Parler Paris Après Midi, but news is that her business is up and running as
an “agent commercial” representing a men’s skin care line. She calls her company “Barbara O!” She’s also “travel styling” with a travel agency as a concierge booking travel for Europeans going to the U.S. and Americans going to Europe. Busy lady!
VIRGINIA BARNES from San Francisco is spending her second year here retired and enjoying life. “M” with her new glasses, still keeps in wondering who she really is.
Brit PETER VERSTAGE is here just for three days to look around and perhaps move here at some later date. Lady in red, BRIGITTE BAZIN- MCCLAVE, a French woman married to an American is back in France and starting a “Bilingual Home Service.”
KATHRYN HAYASHI and her friend, MILKICA STOJKOVIC, have come again to talk and meet Americans.
Frenchman, JACQUES DERHY, is back after 15 years in North America and is still in the process of reaclimation back into French life.
Business-Mentors.com AL STEWART is back for a long stretch in his pied-à-terre in Le Marais. Always a delight to see his smiling face.
JANE RAMEY and her husband, MICHAEL RICHARDSON came for the first time and made friends quickly with regulars, including PATRICIA LAPLANTE COLLINS (Paris Soirées). They are retired and exploring their options — thinking of moving to Paris, of course!
Not pictured is SANDRA TALLAFERRO-FUENTEROSA, opera singer and voice teacher, translator and writer, who loves Paris, has lived here before and dreams of coming back permanently.
DOLORES LILLEY came to say goodbye — she’s heading home to till October when she’ll be back in town!
The Midi-Pyrénées is made up of eight departments set in the heart of southwestern France and is the largest region in the country. It has an incredibly wide range of natural sites: from the Pyrenees to the valley of the Dordogne and from Gascony to the Gorges du Tarn; the diversity of its landscapes is equalled only by the wealth of its heritage.
The Midi-Pyrénées is renowned for its innate sense of celebration and visitors are often surprised by its friendly spontaneity. It is also a region that is crammed full of ideas for your vacations: you can choose between a weekend in its capital: Toulouse (also called “The Pink Town”); another in Albi to discover the artist Toulouse-Lautrec and a gourmet outing in the Gers: the homeland of d’Artagnan, one of Alexandre Dumas’ three musketeers as well as the festival Jazz in Marciac. Or you may prefer to go hiking in Ariège to become acquainted with the history of the Cathars, or to go on a pilgrimage to Lourdes in the Hautes-Pyrénées. Yet again a cruise on the ‘canal du Midi’, the Lot or the Baïse or Spring on the road to Santiago de Compostela may be more to your liking. Whatever your choice, you’re sure to discover delightful villages you’ll long to live in.
As for those among you who want to take your time, you can embark on a journey to visit such great sites as Rocamadour, Conques, Cordes sur Ciel, Figeac and St Bertrand de Comminges, among others or to taste the local gourmet produce such as foie gras, cassoulet (meat and bean stew), Roquefort cheese and the wines of Cahors or Gaillac and Armagnac. You could also take to the road to discover the fortified Medieval towns, enjoying the stories of historical events and typical village markets on the way.
No tour of the region would be complete without a wide choice of spas for the health and fitness enthusiast. Neither will the athlete be outdone in the Midi-Pyrénées as it offers a wide range of sports such as rafting, canoeing and skiing, as well as adventure sports: canyoning and free riding for instance, not forgetting discovery sports with hiking, horse riding and bicycle riding among thers. In the 1600’s, building a canal that would traverse the French countryside and connect the sea to the oceans was simply an idea of science fiction. However, the study of this project by the monarchs and their politicians dates back to Henri IV. The purpose of such a canal would be to facilitate the transportation of merchandise by cutting across the land. In fact, the passage of the Strait of Gibraltar to the Southern tip of Spain, was particularly perilous. The boats of goods could thus avoid the hazards of a true sea voyage of more than 1800 miles. Along with shortening the distance and escaping the pirate attacks, the rivalry between France and Spain could not be dismissed as an impetus for the waterway. The Canal allowed the evasion of the steep tariffs imposed by Spain on the Strait. The Kingdom of Spain would thus cease to enrich itself at the detriment of France; this accomplishment did not displease Louis the XIV and Colbert, his famous Finance Minister.Pierre-Paul Riquet, a Tax Collector
Once again, without Louis the XIV, the king of extreme ambition, and without the intelligence of Colbert, who would think that the power of the kingdom rested essentially on the development of commerce, this work would not have seen the light of day. However, it is without doubt thanks to the audacity and the stubbornness of a single man that this gigantic work would become a reality. In effect, Pierre-Paul Riquet consecrated the last 14 years of his life to this outlandish project: one long canal of 240 kilometers that would go from Toulouse to the Basin de Thau. This man was absolutely not a civil engineer but instead a simple tax collector! Harvester of taxes and administrator for the king’s armies, he amassed, in the Languedoc, a true fortune.
Thanks to la Gabelle, a tax on salt, of which he assured a portion went to the king, his position was very richly remunerated, also partly because he guaranteed the tax collection on his own asset. Being very unpopular with the French, la Gabelle disappeared in the Revolution… The common sense of Pierre-Paul Riquet, his qualities as a leader of men, and his personal fortune that he poured into the project which he held dear, permitted him to realize his dream with only shovels and pick-axes!

Paris Property Update
As prices in Paris center, as well as many favorite boroughs such as St Germain des Prés, Luxembourg, and the Latin Quarter increase, Paris is still less expensive than many high luxury European cities. In addition, the large suburbs surrounding Paris offer very attractive prices and excellent growth potential, due to the world-class public transportation system of Paris. The recent favorites have been Poissy, Enghein, and Marne la Vallée, each only 35 minutes from the heart of Paris with a train to the city every 15 minutes. These areas are becoming very popular with investors and holiday seekers alike, offering both the City of Light as well as the French countryside.

Q: “We have secured an exchange rate with a Currency Dealer, but have not yet found a property. What happens if we buy off-plan and need to put down an initial deposit, and then stage payments thereafter ?”
A: You have two options. You can either buy (or fix) the exchange rate for all your payments now, which means that you know exactly how much the property will cost, or you can buy currency each time you are required to send a staged payment. If you go for the latter you are exposing yourself to currency risk (meaning that the property could get significantly more expensive or indeed cheaper). Most sensible people with fix all or most of the currency required, as it would be an alarming prospect if the property suddenly became much more expensive. Don’t believe anyone who tells you what the exchange rate is going to do in the future; even George Soros has midjudged the market. Analysts can help you to make an informed decision but only you know your real appetite for risk. If you are in doubt, you have the option to fix the rate straight away.

FRENCH INSURANCE TOP TIPS
Anyone looking into insurance policies that cover their French home would do well to take a look at the tips and advice below. Look out for the following:
When you exchange contracts, your French agent or Notaire will need proof that you have insurance, or they may recommend a French insurer. As most French house insurers offer coverage that is much more limited than UK policies, you may be better off choosing a policy in the UK that’s written in plain English and specifically designed for holiday homes in France.
Take out Buildings Insurance to cover the actual structure of your home for the cost of repairs or rebuilding, and fees following loss or damage caused by things like fire or flood.
Most people think they should insure for the current market value of their French home. This is wrong: the sum insured needs to cover the cost of rebuilding the property and outbuildings in their present form, and should also include oil and gas pipes, fuel tanks, drives, patios, and pools.
If you are going to use your French home for holiday letting choose a policy that covers accidental damage to contents. Guests often aren’t as careful as you and accidents do happen.
Choose a policy that includes public liability insurance, especially if you are planning to let your holiday home. Unfortunately, these are very litigious times we live in right now, so liability insurance will cover you for legal costs and expenses following death, injury, or damage to a third party on or near to your property.
Consider a policy that provides cover for loss of rent, as unforeseen incidents may prevent you from letting your holiday home.
Bear in mind the points above when chooding insurance for your French holiday home, and you will be adequately protected, thus giving you piece of mind to fully enjoy your French maison secondaire!
